  • SCARS BEYOND THE SCREEN: UNDERSTANDING THE FORMS, CONSEQUENCES, AND RESPONSES TO TECHNOLOGY-FACILITATED GENDER-BASED VIOLENCE (TFGBV) IN RWANDA

    “ Scars Beyond the Screen ” is a qualitative research study that aims to understand the forms, consequences, and responses to technology-facilitated gender-based violence (TFGBV) in Rwanda. This landmark study, conducted by Proteknôn Rwanda and commissioned by the Rwanda Men’s Resource Centre (RWAMREC), reveals the urgent need to acknowledge, address, and act against the rapidly evolving threat of TFGBV in Rwanda. TFGBV refers to acts of gender-based violence (GBV) that is enabled by digital technologies. These include cyberstalking, online harassment, non-consensual sharing of personal or explicit content, doxing, and other related behaviors that may begin in virtual spaces but often end in offline consequences. In Rwanda, TFGBV is increasingly pervasive, disproportionately affecting women, girls, LGBTQI+ individuals, sex workers, activists, and others whose identities or actions challenge patriarchal norms. It is deeply entwined with existing forms of GBV, reflecting and reproducing offline inequalities. Through in-depth interviews, focus groups, and compelling case studies, Scars Beyond The Screens builds an evidence base for policy action, institutional response, and social change. Because TFGBV is a relatively under-researched phenomenon in the national context, the study had three primary objectives: 1. To assess the normative, legislative, and digital landscape as it relates to TFGBV in Rwanda. 2. To identify and categorize common forms of TFGBV and understand their psychological, social, and economic effects. 3. To develop recommendations for legal, policy, and programmatic responses to address TFGBV. KEY FINDINGS: EVIDENCE FROM THE RWANDAN CONTEXT The Normative & Legislative Framework : Rwanda has made substantial progress on gender equality, with legal and institutional frameworks addressing GBV. Key laws include the 2008 GBV Law and the 2018 Cyber Crimes Law. While recent policies such as the National Cyber Security Strategy and Data Protection Law enhance protections, TFGBV is not explicitly defined in the Penal Code. Legal protections for LGBTQI+ individuals remain limited, and existing laws lack specific language related to TFGBV, creating gaps in enforcement and redress for victims/survivors. The Digital Landscape: Internet access in Rwanda has grown rapidly. However, digital literacy remains low, particularly among women and rural populations. Most online users are men, and digital safety tools are often inaccessible or not well understood. Language barriers further limit the effectiveness of content moderation, as tools fail to detect harmful content in Kinyarwanda. Awareness of online privacy and safety remains limited. Common Forms of TFGBV : TFGBV in Rwanda takes multiple forms, including cyberbullying, online harassment, doxing, sextortion, cyberstalking, and AI-generated image manipulation. Women and gender minorities face targeted abuse based on appearance, gender identity, or behavior that is perceived to challenge traditional gender norms. Online platforms are frequently used to spread false narratives, intimidate and incite public humiliation, using technology to coerce or control targets. Frequently Used Platforms for TFGBV: X (formerly Twitter), WhatsApp, YouTube, and Instagram were identified as common platforms used for TFGBV. WhatsApp’s link to personal phone numbers makes users particularly vulnerable to harassment. YouTube content creators sometimes publish unverified or provocative material to increase views. Comment sections and group chats are often used for public shaming or cyberbullying. Even traditional media outlets and virtual meeting platforms have been implicated in TFGBV incidents. The Demographics of TFGBV: Young and middle-aged women (18–45) are the primary targets of TFGBV. Public figures, feminists, university students, LGBTQI+ individuals, sex workers, and women working in digital service delivery are particularly affected. Urban populations face higher exposure due to greater online connectivity. Gender norms and public visibility increase risk. Men are more commonly viewed as perpetrators, though some have also been affected. Limited data exists on TFGBV experiences among people with disabilities. The Consequences of TFGBV : TFGBV has significant psychological, social, and economic consequences. Victims may experience anxiety, depression, social withdrawal, or suicidal thoughts. They often face reputational damage, family conflict, job loss, and educational disruptions. In some cases, individuals have been physically assaulted or evicted from their homes. The permanence of online content exacerbates these effects, as does the inherently close-knit nature of Rwandan society, making recovery and reintegration difficult. Silencing and withdrawal from public discourse are common outcomes. Challenges in Responding to TFGBV : Reporting of TFGBV remains low due to stigma, lack of awareness, fear of retaliation, and perceived ineffectiveness of legal systems. Victim-blaming is prevalent, and victims/survivors often face a high burden of proof. Limited digital evidence, anonymous perpetrators, and cross-border jurisdiction issues complicate legal responses. While mechanisms such as reporting hotlines and integrated GBV services exist, accessibility and capacity for handling the particularities of TFGBV cases remain limited. LGBTQI+ individuals face additional barriers to reporting due to social discrimination and a lack of legal protections. FROM TESTIMONY TO TRANSFORMATION: STORIES THAT DEMAND ACTION The report’s four anonymized case studies provide first-person insights into TFGBV, humanizing the harm and calling perpetrators and duty-bearers to account: Marion , a digital service agent, was assaulted by a client after sharing her contact for professional purposes. Without tangible evidence, she stayed silent. Her safety, job, and peace of mind were stolen. Pierre , once a TFGBV target himself, turned content creator, embodies the complex web of victimhood and perpetration, underscoring the need for ethical content creation and accountability in digital spaces. Carine , a feminist activist, was repeatedly targeted online for expressing her views on gender equality. Old photos were unearthed to ridicule her appearance, while false rumors about her personal life spread rapidly. The harassment silenced her voice and drove her offline, highlighting how women can be punished for challenging societal norms in digital spaces. A CALL TO ACTION: RECOMMENDATIONS FOR A SAFE AND INCLUSIVE DIGITAL ENVIRONMENT FOR ALL The complexities of TFGBV underscore the need for a multi-pronged and sustained approach to comprehensively address its causes and consequences. Rwanda has an opportunity to pioneer rights-based, inclusive, and tech-savvy solutions to the rising threat of TFGBV. The government, civil society, private sector, and communities all have roles to play. We call on stakeholders to : Enshrine TFGBV into existing legal and policy frameworks : Strengthen and expand legal definitions of GBV to encompass different forms of TFGBV and to recognize the interplay between online and offline violence. Ongoing revisions to gender and family policies under the purview of the Ministry of Gender and Family Promotion (MIGEPROF) should include provisions related to TFGBV. Advocate for legal reforms to explicitly recognize the rights of LGBTQI+ individuals to ensure equitable protection from TFGBV. Introduce specific provisions related to TFGBV and the use of digital forensic evidence when updating related policies and legislation, including the Penal Code. Develop stronger legal protections around the non-consensual sharing of private or sensitive images or information. Capacitate public and private actors: Work within existing structures and service providers, such as Isange One Stop Centers, that address GBV to support their continued decentralization while expanding their remit to include TFGBV. Build the capacity and commitment of law enforcement, the judiciary, and other relevant institutions and service providers on how and why to handle TFGBV cases with the same attention and effort as in other GBV cases, including respecting confidentiality, promoting inclusivity, and adopting other victim/survivor-centered and trauma-informed approaches to ensure the physical and psychological well-being of victims/survivors. Strengthen the capacity and commitment of telecommunication companies, regulatory authorities and law enforcement organs to prevent and respond to the particularities of TFGBV, including how to use digital forensics to better identify, investigate, and prosecute perpetrators in a timely manner and across international borders. Continue to engage in dialogue with international tech companies and social media platforms (such as Meta) to rapidly block or suspend flagged accounts and to provide timely evidence for legal proceedings, as well as develop localized content moderation capacity (especially in Kinyarwanda) and improved reporting and response mechanisms for TFGBV cases flagged by users in Rwanda.

  • Equipping community health workers in Rwanda to deliver a gender-transformative parenting program to prevent violence against women and children at scale.

    Introduction In Rwanda, the Bandebereho program has demonstrated longterm reductions in intimate partner violence (IPV) and violence against children. Since 2019, the program has partnered with government to train community health workers (CHWs) to deliver at scale. Evidence on how to equip CHWs to deliver Bandebereho, or similar programs, with quality and fidelity is needed to support scaling. This study sought to assess the impact of training on CHWs and their capacity to deliver Bandebereho during scale-up. Methods A pre/post, follow-up study was conducted with 573 CHWs in Burera district. Data were collected at three time points over 20 months using self-administered questionnaires (pre/post) and a follow-up phone survey. Questionnaires gathered data on CHW attitudes about gender roles and violence, self-reported skills, knowledge, and confidence to implement Bandebereho, and training impacts on partner relations and community work. Informed consent was obtained from all study participants. Results The pre-survey was completed by 562 CHWs, and 564 CHWs completed the post-survey after six to nine months. The phone survey was administered to 506 CHWs at follow-up (at 17–19 months). Analysis of changes between pre- and post-surveys found CHWs had more equitable gender attitudes after the training. Linear regression analysis found that CHWs with some secondary education (coefficient: −2.15, p < 0.01) and more than three years’ experience (coefficient: −2.27, p < 0.001) were less likely to hold inequitable attitudes. At post-survey, CHWs reported a high level of preparedness to implement, regardless of gender. A majority reported improved partner relations, including greater partner support for their community work. At follow-up, a majority of CHWs reported a high degree of comfort and confidence implementing Bandebereho, and benefits to their work and personal relationships. Conclusion s The findings highlight the importance of investing in high-quality facilitator training, which allows sufficient time for facilitators’ own transformation, to maintain quality and fidelity at scale. The findings underscore the importance of a slow and steady approach, with sufficient time to adapt, test, and refine IPV programs for scale, which can also support a progressive handover to government. The findings may support program originators who seek to scale proven IPV prevention programs with government in other settings.

  • RWAMREC Showcases Success of Male Engagement in Early Childhood Development at Africa Childcare Conference

    Kigali, Rwanda RWAMREC (Rwanda Men's Resource Centre) proudly participated in the Africa Conference on Childcare  under the theme “Building Partnerships for Accelerating Action Towards Quality and Inclusive Childcare in Africa.”  The event, hosted by the African Union Commission’s Department of Health, Humanitarian Affairs and Social Development  in collaboration with the Africa Early Childhood Network  and partners, brought together governments, NGOs, researchers, and practitioners to advance the Early Childhood Development (ECD) agenda across the continent. Advancing Quality and Inclusive Childcare Across Africa This high-level conference aligned with Agenda 2063 , Agenda 2040 , and the Sustainable Development Goals (SDGs) . Its goal was to strengthen cross-sector partnerships and accelerate action to ensure every African child has access to inclusive, affordable, and quality childcare services . RWAMREC Presents Bandebereho as a Scalable Model for Engaging Men in Childcare RWAMREC (Rwanda Men's Resource Centre) was featured in a key parallel session  of the Africa Childcare Conference under the sub-theme: “Men Engagement, Innovative Childcare Models, Workforce for Childcare, Enabling Policy Environment, and Global Perspectives on Advocacy for Childcare.” The session, titled “Men Engagement in Childcare,”  spotlighted innovative strategies for involving men in caregiving and highlighted RWAMREC’s leadership in transforming norms around fatherhood and early childhood development. Representing RWAMREC, Emmanuel Karamage , Project Coordinator for the Bandebereho Scale-Up Project , delivered a compelling presentation on scaling up male involvement in childcare through Rwanda’s health system . RWAMREC is open to partnerships  and welcomes those interested in adopting or adapting the Bandebereho model to access tools, training materials, and lessons learned. Contexte Depuis 2021, RWAMREC met en œuvre en RCA un projet de soutien aux survivants et survivantes des violences sexuelles et basées sur le genre (VSBG), en partenariat avec l’AFJC et le soutien du Fonds au profit des victimes de la CPI. Une des composantes clés de ce projet est la mise en œuvre d’un curriculum de couples visant à transformer les normes de genre néfastes, prévenir la violence conjugale, et promouvoir des relations équitables. En 2022, une étude de référence sur la masculinité a été réalisée pour comprendre les normes sociales locales, attitudes et comportements liés au genre. Cette étude servira de base comparative à l’évaluation finale. Objectif de la mission Évaluer l’impact global du projet, en particulier les résultats liés à la mise en œuvre du curriculum de couples par RWAMREC, et mesurer les changements qualitatifs et quantitatifs par rapport à la situation de départ.   • Readvertised: Development of the National Scale-Up Strategy for the Bandebereho Program

    I. Background: About RWAMREC The Rwanda Men's Resource Centre (RWAMREC) is a non-governmental organization working on gender equality and GBV prevention through the promotion of positive masculinities and engaging men and boys. RWAMREC operates in 27 districts across all four provinces of Rwanda and the city of Kigali, working within six strategic areas: Community Empowerment, Healthy Families, Gender Justice, Youth Mentorship, Diversity and Inclusion, and Capacity Building. The organization implements various programs and projects aimed at addressing Gender-based Violence, socio-economic empowerment of women, and the overall health and welfare of women, families, and communities in Rwanda. Please refer to the RWAMREC strategic plan attached here. About the Bandebereho Program Bandebereho, RWAMREC’s flagship program, empowers Rwandan families by engaging men in reproductive, maternal, and child health, caregiving, and the prevention of family violence—challenging traditionally limited male involvement in these areas. Using fatherhood as an entry point, Bandebereho effectively addresses harmful gender norms. The program has demonstrated measurable success, reaching 20,000 families with significant reductions in intimate partner violence and improved health outcomes for women and children, as confirmed by two rounds of randomized controlled trials. Looking ahead, the program aims to expand its reach to 104,000 families by 2027 , with a long-term vision of full integration into Rwanda's Community Health System beyond that date. To inform this national scale-up, RWAMREC is currently conducting a baseline study and cost analysis. To support this process, RWAMREC seeks to hire a team of consultants who will work collaboratively with RWAMREC and key stakeholders—including RBC, MIGEPROF, NCDA, UNABU, Equimundo , and others—to develop a costed national scale-up strategy  for the Bandebereho Program. II. Scope of Work The purpose of this consultancy is to support RWAMREC to engage the government high level leaders in developing a national scale-up strategy for the Bandebereho Program and buy in of the program that will ensure successful integration of the program within the community health system of Rwanda. This will involve working collaboratively with RWAMREC, RBC/MCCH, MIGEPROF, NCDA, UNABU, Equimundo and the broader Bandebereho Technical Advisory Group (TAG) to: 1. Identify and validate the most suitable pathway to scale for the program, 2. Establish a roadmap and strategies towards achieving a nation-wide scale up of the program, 3. Establish a costing framework for the national scale-up, and 4. Oversee the rollout of the strategy and provide technical support and advisory. To ensure continuity beyond the consultancy period, the consultants are expected to work closely with the existing RWAMREC and Equimundo teams throughout this assignment. They will collaborate with the Bandebereho team, particularly the scale-up coordinator, the technical team of Equimundo, the Director of Programs, and the Executive Director. The consultant will establish an actionable succession plan for the conclusion of the assignment, detailing clear roles and responsibilities for the Bandebereho Team, RWAMREC management, TAG members and other key stakeholders; and identifying key strategic priority projects that will require follow-up beyond the timeframe of the consultancy. The scope of work provided is not exhaustive. Therefore, the consultants are expected to work closely and collaborate with the RWAMREC and Equimundo teams to fully understand the scope and establish success metrics prior to the commencement of the assignment. III. Specific objectives The consultant is expected to deliver: An inception report: The inception report will serve as the foundation for the assignment, providing a detailed work plan, timelines, and methodology based on consultation between the consultant and RWAMREC. A three-year costed fundraising strategy for RWAMREC with an actionable implementation matrix. A specific fundraising roadmap for the Bandebereho national scale-up. An exhaustive list of ideal prospects for RWAMREC, including specific prospects for Bandebereho, along with detailed profiles of key prospects. Basic user manual for the systems developed. A final report summarizing the assignment and recommendations, including a succession or gradual role transfer plan IV. Specific Tasks and Responsibilities of the Consultants 1. Strategy Development and Coordination Organize, conduct, and coordinate all consultations with key program stakeholders, including RWAMREC, RBC, MIGEPROF, other Technical Advisory Group (TAG) members, and government leaders at national and district levels. Support RWAMREC in defining detailed pathways and strategies for the elaboration of the Bandebereho national scale-up strategy, integrated into the national Community Health System. Lead the development, validation, finalization, and high-level government approval of the national scale-up strategy. Co-organize and facilitate validation meetings with key government stakeholders to ensure buy-in and alignment. Establish and clearly define the roles and responsibilities of all program stakeholders to ensure coordinated implementation. Ensure the strategy includes: A well-defined implementation framework A comprehensive risk assessment aligned with the Rwandan health system 2. Research and Cost Analysis Conduct a thorough desk review of all relevant policy documents to understand the mandate, legal framework, and context of the national scale-up—particularly Rwanda Vision 2050, HSSP V, the National Community Health Strategic Plan, and NST2. Analyze existing national policies, strategies, and legal frameworks guiding community health to inform integration of the Bandebereho Program. Develop a sound methodology and detailed cost estimate to support the proposed national scale-up strategies. Ensure the national strategy is evidence-based and grounded in both programmatic research and global best practices in community-based health and gender equality programming. V. Deliverables Inception Report: A detailed report outlining the assignment’s methodology, approach, and work plan, including timelines and key milestones. Consultation Reports: Comprehensive documentation of all stakeholder consultations, including key insights, recommendations, and agreements. Validation Meeting Reports: Summaries capturing feedback, decisions, and outcomes from strategy validation sessions with key government and program stakeholders. Roles and Responsibilities Matrix: A clearly structured matrix defining the specific roles and responsibilities of each stakeholder involved in the national scale-up process. Final Consultancy Report: A comprehensive report that includes: The final approved national scale-up strategy A detailed cost analysis An implementation roadmap Actionable recommendations to guide the rollout and long-term sustainability of the strategy VI. Qualifications and Expertise Education A Master’s degree in Gender and Development Studies , Public Health , International Development , Health Policy , or a related field. A post-graduate degree is considered an added advantage. Experience and Skills Minimum of 10 years of experience  in designing and/or leading the implementation of large-scale gender and health programs, with specific expertise in scale-up strategies. At least 10 years of experience in research and/or research management , particularly focused on cost-effectiveness research. Familiarity with the Bandebereho Program  or similar male engagement initiatives in gender or health is a strong asset. Proven track record in: Strategic planning Facilitating multi-stakeholder processes Producing high-quality strategic documents Prior experience working with Rwanda’s Ministry of Health , Rwanda Biomedical Centre (RBC) , MIGEPROF , or NCDA  is strongly preferred. Demonstrated ability to collaborate effectively with government institutions , development partners , and civil society actors . Excellent written and oral communication skills , with the ability to synthesize complex information into clear, concise outputs. VII. Timeline Start Date: June 2nd, 2025 (Proposed) End Date: December 15th, 2025 Milestone one: Validation of the submitted inception report by June 16th, 2025 . Milestone two: Validation of submitted report from the consultations and desk review, including clear recommendations on the most suitable pathway to scale, by July 10th, 2025 . Milestone three: Submission of draft 0 of the scale-up strategy by July 31st, 2025 . Milestone four: Submission of the preliminary cost of the scale-up, the action plan and roles and responsibilities by August 22nd, 2025 . Milestone five: Submission of Draft 1, including the revised and validated cost, action plan and roles and responsibilities by September 12th, 2025 . Milestone six: Validation of the national scale-up strategy for the Bandebereho Program by Government leaders by November 30th, 2025 . VIII. Evaluation Criteria RWAMREC reserves the right to select the consultant or consultancy and will apply the following criteria: Technical Requirement (70 points): This includes understanding of the assignment ToRs and the overall strategy for implementation, with a maximum of 10 points. The technical aspect can receive up to 30 points and should include a detailed description of the approach and methodology, the proposed work plan and timelines, team composition and expertise, risk management and mitigation strategies, a monitoring, evaluation, and reporting plan, a capacity-building plan, and relevant previous experience. Relevant experience, expertise, and skills of the consultant are worth up to 20 points. Academic qualifications of the consultant and team are worth up to 10 points. Financial Requirement (30 points): This should include a detailed cost breakdown in Rwandan francs per milestone, indirect costs, tax and VAT included in the proposal, the proposed payment schedule, terms of payment, and any assumptions or conditions. Note: Bidders who do not score at least 50% of the total points for the technical requirement will be disqualified and will not proceed to financial evaluation. IX. Submission of Proposals Interested candidates/consultants are requested to submit the following signed documents by 5 PM CAT, May 15th, 2025. Applications submitted late or not signed will not be considered.     RWAMREC Annual Report 2024 The RWAMREC Annual Report 2024  reflects a year of bold action, resilience, and measurable progress in advancing gender equality across Rwanda. At the Rwanda Men’s Resource Centre (RWAMREC), we believe transformation begins at the community level, and 2024 showcased the power of engaging men, women, and youth to challenge harmful norms and build healthier, more equitable societies. Expanding Reach and Impact In 2024, RWAMREC extended its presence to 22 districts , reaching more than 302,000 people directly  and over 285,000 indirectly  through media and awareness campaigns. This wide reach demonstrates the growing demand for transformative approaches that center men as partners in gender equality. Bandebereho: Scaling Up Success The Bandebereho program , RWAMREC’s flagship model, continued its journey toward national scale. In 2024 alone, it engaged 21,304 parents and 17,685 children , while achieving a landmark integration of male-engagement indicators into Rwanda’s Health Management Information System (HMIS) . This milestone sets the stage for sustainable, nationwide adoption. Promoting Women’s Economic Empowerment Projects like Wisigara Mugore  and the Kataza Program  addressed barriers to women’s financial inclusion. By tackling restrictive gender norms, engaging financial institutions, and empowering young women entrepreneurs, RWAMREC helped open new pathways for equitable participation in Rwanda’s economy. Youth and Community Engagement With the Tinyuka (“Ose!”) project , RWAMREC supported teen mothers, fathers, and caregivers in Gatsibo District, combining economic empowerment, psychosocial support, and men’s engagement. Meanwhile, through the Generation-Gender initiative , young advocates used community scorecards and national advocacy to hold leaders accountable and push for inclusive policies. Advancing Inclusion and Diversity The RWAMREC Annual Report 2024 also highlights important steps in disability inclusion. More than 550 Community Health Workers  were trained to engage people with disabilities in gender-transformative programming, while youth and marginalized voices were increasingly represented in RWAMREC’s initiatives.     Who we are The Rwanda Men Resource Centre (RWAMREC) is a Rwandan non-governmental organization, working to promote gender equality and positive masculinity and engaging men to eliminate all forms of men’s violence against women and children. The vision of RWAMREC is a peaceful Rwandan society where women and men share roles and responsibilities of raising families and governing society in equality and respect of human rights. RWAMREC’s distinctive and innovative mission is to promote gender equality through the reconstruction of a non-violent identity of men, the adoption of healthy masculine behaviours, and men’s empowerment to be positive and supportive partners, role models for other men and change agents in promoting healthy families and women’s socio-economic development, eradication of sexual and gender-based violence, positive fatherhood and men’s health in Rwanda. Context and justification Eye health remains a significant public health concern in Rwanda, with women and persons with disabilities facing disproportionate barriers to accessing quality eye care services. According to the World Health Organisation, women are more likely to be blind or visually impaired due to systemic gender inequalities in access to health services. Furthermore, persons with disabilities often experience compounded exclusion due to physical, social, and economic barriers. Regarding barriers to accessing eye care services, the RAAB (2015) findings indicated that socio-cultural barriers also constitute a significant obstacle for vulnerable people seeking eye health services. Indeed, there are persistent beliefs in rural communities that cataracts and other forms of eye disease cannot be cured at the hospital, especially among older people. Such beliefs and poverty make many vulnerable people with eye health issues not to seek eye care services at a health facility. Additionally, to this, women continue to face barriers related to heavy domestic responsibilities, with their husbands not willing to take over those responsibilities when women go to seek eye care away from home. In this framework, to reduce avoidable blindness and visual impairment among vulnerable people, including women and people with disabilities, RWAMREC funded by the Fred Hollows Foundation is implementing the project entitled; “Strengthening the health systems for eye health in Rwanda. The project aims on” gender equity inclusion by raising awareness of eye health-seeking services among community members through community awareness campaigns and male engagement. It is a pilot project of one year from July 2024 to June 2025 with the possibility of extension, and it is implemented in collaboration with Musanze district, Health centres, CHWs, and the community. Scope of Work RWAMREC seeks to engage a skilled social behavior change communication firm that has proven experience in developing and producing edutainment serial radio drama aimed at driving social transformation, particularly within the health sector. The focus of this initiative is on promoting “eye health.” The selected company will be responsible for developing a 12-episode serial radio drama, with each episode lasting 15 minutes. The content should address and challenge harmful gender norms while encouraging positive health-seeking behaviors related to eye care. Responsibility The successful applicant would realize the following tasks: 1. Pre-Production Planning Attend the briefing meeting with RWAMREC. Planning and attending the co-creation workshop with RWAMREC team. Develop a detailed action plan with different milestones of the assignment. 2.   • Development of the National Scale-Up Strategy for the Bandebereho Program

    I. Background: About RWAMREC The Rwanda Men's Resource Centre (RWAMREC) is a non-governmental organization working on gender equality and GBV prevention through the promotion of positive masculinities and engaging men and boys. RWAMREC operates in 27 districts across all four provinces of Rwanda and the city of Kigali, working within six strategic areas: Community Empowerment, Healthy Families, Gender Justice, Youth Mentorship, Diversity and Inclusion, and Capacity Building. The organization implements various programs and projects aimed at addressing Gender-based Violence, socio-economic empowerment of women, and the overall health and welfare of women, families, and communities in Rwanda. Please refer to the RWAMREC strategic plan attached here. About the Bandebereho Program Bandebereho, RWAMREC’s flagship program, empowers Rwandan families by engaging men in reproductive, maternal, and child health, caregiving, and the prevention of family violence—challenging traditionally limited male involvement in these areas. Using fatherhood as an entry point, Bandebereho effectively addresses harmful gender norms. The program has demonstrated measurable success, reaching 20,000 families with significant reductions in intimate partner violence and improved health outcomes for women and children, as confirmed by two rounds of randomized controlled trials. Looking ahead, the program aims to expand its reach to 104,000 families by 2027 , with a long-term vision of full integration into Rwanda's Community Health System beyond that date. To inform this national scale-up, RWAMREC is currently conducting a baseline study and cost analysis. To support this process, RWAMREC seeks to hire a team of consultants who will work collaboratively with RWAMREC and key stakeholders—including RBC, MIGEPROF, NCDA, UNABU, Equimundo , and others—to develop a costed national scale-up strategy  for the Bandebereho Program. II. Scope of Work The purpose of this consultancy is to support RWAMREC to engage the government high level leaders in developing a national scale-up strategy for the Bandebereho Program and buy in of the program that will ensure successful integration of the program within the community health system of Rwanda. This will involve working collaboratively with RWAMREC, RBC/MCCH, MIGEPROF, NCDA, UNABU, Equimundo and the broader Bandebereho Technical Advisory Group (TAG) to: 1.   • Creating Change: RWAMREC’s Gender Transformative Training in the Gakenke District

    Breaking the Cycle of Gender-Based Violence At RWAMREC, we believe that sustainable change starts within communities. This belief drives our commitment to fostering gender equality and preventing gender-based violence (GBV) through transformative, community-led initiatives. One of our latest efforts is the Gender Transformative Approach (GTA) training for Community Health Workers (CHWs) and their partners in Gakenke District—a crucial step toward building families and communities free from violence. This training is part of the Bandebereho  scale-up project, implemented in collaboration with the Ministry of Health (MOH) through the Rwanda Biomedical Center (RBC), the Ministry of Gender and Family Promotion (MIGEPROF), and the National Childhood Development Agency (NCDA). With support from the Global Innovation Fund (GIF), Grand Challenges Canada (GCC), and the International Development Research Centre (IDRC), we are working to engage men in maternal, newborn, and child health (MNCH), caregiving, and violence prevention. Why This Training Matters Gender norms shape how people live their lives—but harmful norms can trap individuals in cycles of inequality and violence. Our GTA training is designed to challenge these norms by equipping CHWs and their partners with the tools to lead discussions on gender equality, positive masculinities, and violence prevention. We know that meaningful change happens when the whole community is involved. By engaging men aged 21-40—especially those with expectant partners or young children—we aim to promote healthier family relationships and shift harmful social attitudes. And by ensuring CHWs receive comprehensive training, we empower them to become champions of change in their communities. Our Objective: Building a Safer Future Through this training, we aim to: Create safer homes:  Foster environments where couples and families can live free from violence. From March 17th to 21st, 2025, we delivered the GTA training across six health centers under Gatonde District Hospital. Background: About RWAMREC About RWAMREC The Rwanda Men's Resource Centre (RWAMREC) is a non-governmental organization working on gender equality and GBV prevention through the promotion of positive masculinities and engaging men and boys. RWAMREC operates in 27 districts across all four provinces of Rwanda and the city of Kigali, working within six strategic areas: Community Empowerment, Healthy Families, Gender Justice, Youth Mentorship, Diversity and Inclusion, and Capacity Building. The organization implements various programs and projects aimed at addressing Gender-based Violence, socio-economic empowerment of women, and the overall health and welfare of women, families, and communities in Rwanda. About the Bandebereho Program Bandebereho, RWAMREC’s flagship program, empowers Rwandan families by engaging men in reproductive, maternal, and child health, as well as caregiving and family violence prevention—challenging the traditionally limited male involvement in caregiving and maternal and child health. Using fatherhood as an entry point, Bandebereho effectively addresses harmful gender norms. The program has demonstrated success, reaching 20,000 families with significant reductions in intimate partner violence and improved health outcomes for women and children, as evidenced by two rounds of randomized controlled trials. The program aims to expand its reach to 104,000 families by 2027, with a vision for full integration into Rwanda's Community Health system beyond 2027. Currently, RWAMREC is conducting a baseline and cost analysis to inform the national scale-up strategy for Bandebereho. RWAMREC’s Strategic Plan RWAMREC is in the midst of implementing a five-year strategic plan (2022-2026), which requires a budget of RWF 15.654 billion (approximately USD 12 million). To date, approximately USD 5.6 million, or 46% of the target, has been raised. A mid-term review of this strategic plan is underway to reassess our goals, targets, and implementation strategies, thereby extending to 2028. In this context, RWAMREC seeks to hire a fundraising expert to develop and operationalize a comprehensive multi-year fundraising strategy for the organization. This strategy will encompass resource mobilization efforts aligned with RWAMREC’s strategic goals and a specific strategy to mobilize resources for the Bandebereho national scale-up. The RWAMREC fundraising strategy will aim to raise the necessary funds over the next five years, including its detailed and costed practical implementation plan. It will also provide guidance on adapting the plan over time. The strategy should not only address existing gaps but also lay the foundation for future fundraising needs. 2 Scope of Work RWAMREC is seeking a consultant or consultancy firm to develop: 1) a 3-year costed fundraising strategy, 2) a fundraising roadmap for Bandebereho scale-up, 3) design, develop, or strengthen internal systems, and 4) strengthen internal capacities to uptake the systems. To ensure continuity beyond the consultancy period, the consultant is expected to work closely with the existing RWAMREC team throughout this assignment. They will collaborate with the management team, particularly the Office of the Executive Director, the Director of Programs, and the Head of Resource Mobilization. The consultant will establish an actionable succession plan for the conclusion of the assignment, detailing clear roles and responsibilities for the Resource Mobilization team and identifying upcoming fundraising projects that will require follow-up. The scope of work provided is not exhaustive, primarily due to the dynamic nature of the fundraising landscape and evolving roles within RWAMREC. Therefore, the consultant is expected to work closely and collaborate with the RWAMREC team to fully understand the scope and establish success metrics prior to the commencement of the assignment. 3. Objectives The objectives of this assignment are to: Develop a comprehensive, costed 3-year fundraising strategy (2025-2028) for RWAMREC  that aligns with the organization's updated strategic plan. The strategy should clearly outline: 1.1 Financial targets, broken down into annual targets. 1.2 Diverse funding sources that the organization is well-positioned to secure during the said period. 1.3 Detailed actions and timelines to support RWAMREC's long-term sustainability and growth. Design, develop, and launch a costed 2-year fundraising roadmap (2025-2027) for the national scale-up of the Bandebereho program , leveraging the overall RWAMREC fundraising strategy and the Bandebereho scale-up strategy. 2.1 By the end of September 2025, secure at least USD 500,000 in initial commitments. 2.2 By the end of August 2025, establish a robust pipeline to achieve the full USD 1 million funding goal, closing the current fundraising gap for the Bandebereho scale-up. Strengthen RWAMREC's internal business development capacities  through a two-pronged approach: (1) Designing, developing, and/or enhancing operational systems, and (2) building the internal capacity to effectively implement and utilize these systems. The focus is on establishing well-documented procedures, rather than software-based solutions, to ensure consistent and effective application of these systems both during and after the consultancy period. 3.1 Enhance Internal Business Development Systems: - Design and develop a robust end-to-end fundraising system for RWAMREC. This may include donor mapping and scoping, positioning, bid management, grant or proposal development, and impact reporting and storytelling. - Build the internal capacity of RWAMREC staff to effectively adopt and utilize the fundraising systems, supporting long-term growth and sustainability. 3.2 Diversify RWAMREC’s Funding Portfolio\ - Develop and implement targeted strategies to engage and secure funding from non-traditional global donors who are not currently part of RWAMREC's existing funding sources. 3.3 Develop a Fundraising Technical Brand - Create a robust fundraising technical brand highlighting RWAMREC’s expertise and effectively engaging a wide range of potential donors. 4. Deliverables The consultant is expected to deliver: An inception report: The inception report will serve as the foundation for the assignment, providing a detailed work plan, timelines, and methodology based on consultation between the consultant and RWAMREC. A three-year costed fundraising strategy for RWAMREC with an actionable implementation matrix. A specific fundraising roadmap for the Bandebereho national scale-up. An exhaustive list of ideal prospects for RWAMREC, including specific prospects for Bandebereho, along with detailed profiles of key prospects. Basic user manual for the systems developed. A final report summarizing the assignment and recommendations, including a succession or gradual role transfer plan 5. Expertise Required RWAMREC seeks a dynamic, forward-thinking consultant with proven influence, strategic insight, and a deep network of funders aligned with our mission. This consultant should be ready to leverage their network to drive success and demonstrate strong business acumen. Additionally, they should be a collaborative team player, dedicated to coaching and mentoring the RWAMREC team, sharing skills and expertise to build lasting capacity. The ideal consultant should possess: Required: Proven expertise in developing fundraising strategies for NGOs. Required: Experience working with NGOs in Sub-Saharan Africa with a successful track record of securing significant funding (upwards of USD 10 million). Required: Strong networks with donors and funding agencies, with an understanding of the local fundraising landscape. Familiarity with gender equality promotion work, men engage work, and working with women’s rights organizations. At least a bachelor's degree in Business Administration, International Development, or related fields. A master's degree in Business Administration or related fields will be an added value. Experience in donor mapping , donor engagement, and proven ability to establish and maintain strong relationships with donors in the global space. Experience working with large-scale local NGOs or international NGOs in Sub-Saharan Africa, holding at least a senior management position in the former or a mid-management position in the latter. 7. Who is RWAMREC? Men working with women to promote gender equality The Rwanda Men’s Resource Centre (RWAMREC) is a leading organization dedicated to promoting gender equality by engaging men as allies in the fight against gender-based violence and discrimination. We work in Rwanda and the Central African Republic (CAR)  to challenge harmful masculinities and promote positive male engagement.
