  • Termes de Référence pour le recrutement d’un consultant international : Étude d’impact finale du curriculum de couples de RWAMREC en RCA

    Projet Services de réhabilitation physique, psychologique et réinsertion économique intégrés aux survivants des violences sexuelles et basées sur le genre et leur familles liées aux conflits en République Centrafricaine. Contexte Depuis 2021, RWAMREC met en œuvre en RCA un projet de soutien aux survivants et survivantes des violences sexuelles et basées sur le genre (VSBG), en partenariat avec l’AFJC et le soutien du Fonds au profit des victimes de la CPI. Une des composantes clés de ce projet est la mise en œuvre d’un curriculum de couples visant à transformer les normes de genre néfastes, prévenir la violence conjugale, et promouvoir des relations équitables. En 2022, une étude de référence sur la masculinité a été réalisée pour comprendre les normes sociales locales, attitudes et comportements liés au genre. Cette étude servira de base comparative à l’évaluation finale. Objectif de la mission Évaluer l’impact global du projet, en particulier les résultats liés à la mise en œuvre du curriculum de couples par RWAMREC, et mesurer les changements qualitatifs et quantitatifs par rapport à la situation de départ. Objectifs spécifiques Évaluer les effets du curriculum de couples sur la réduction des VSBG, la communication au sein des couples, et la participation des hommes aux soins et aux responsabilités familiales. Comparer les résultats aux données de l’étude de référence menée en 2022. Documenter les changements dans les normes sociales et de genre dans les communautés cibles. Fournir des recommandations pour une éventuelle réplication ou mise à l’échelle du programme. Méthodologie attendue Revue documentaire (rapports du projet, étude de base, outils utilisés, données de suivi). Collecte de données qualitatives et quantitatives dans les zones d’intervention (enquêtes, entretiens individuels, focus groups). Analyse comparative avec l’étude de référence de 2022. Profil recherché Consultant international avec expertise confirmée en évaluation d’impact, genre, masculinité positive, VSBG et développement communautaire.   • Readvertised: Development of the National Scale-Up Strategy for the Bandebereho Program

    I. Background: About RWAMREC The Rwanda Men's Resource Centre (RWAMREC) is a non-governmental organization working on gender equality and GBV prevention through the promotion of positive masculinities and engaging men and boys. RWAMREC operates in 27 districts across all four provinces of Rwanda and the city of Kigali, working within six strategic areas: Community Empowerment, Healthy Families, Gender Justice, Youth Mentorship, Diversity and Inclusion, and Capacity Building. The organization implements various programs and projects aimed at addressing Gender-based Violence, socio-economic empowerment of women, and the overall health and welfare of women, families, and communities in Rwanda. Please refer to the RWAMREC strategic plan attached here. About the Bandebereho Program Bandebereho, RWAMREC’s flagship program, empowers Rwandan families by engaging men in reproductive, maternal, and child health, caregiving, and the prevention of family violence—challenging traditionally limited male involvement in these areas. Using fatherhood as an entry point, Bandebereho effectively addresses harmful gender norms. The program has demonstrated measurable success, reaching 20,000 families with significant reductions in intimate partner violence and improved health outcomes for women and children, as confirmed by two rounds of randomized controlled trials. Looking ahead, the program aims to expand its reach to 104,000 families by 2027 , with a long-term vision of full integration into Rwanda's Community Health System beyond that date. To inform this national scale-up, RWAMREC is currently conducting a baseline study and cost analysis. To support this process, RWAMREC seeks to hire a team of consultants who will work collaboratively with RWAMREC and key stakeholders—including RBC, MIGEPROF, NCDA, UNABU, Equimundo , and others—to develop a costed national scale-up strategy  for the Bandebereho Program. II. Scope of Work The purpose of this consultancy is to support RWAMREC to engage the government high level leaders in developing a national scale-up strategy for the Bandebereho Program and buy in of the program that will ensure successful integration of the program within the community health system of Rwanda. This will involve working collaboratively with RWAMREC, RBC/MCCH, MIGEPROF, NCDA, UNABU, Equimundo and the broader Bandebereho Technical Advisory Group (TAG) to: 1. Identify and validate the most suitable pathway to scale for the program, 2. Establish a roadmap and strategies towards achieving a nation-wide scale up of the program, 3. Establish a costing framework for the national scale-up, and 4. Oversee the rollout of the strategy and provide technical support and advisory. To ensure continuity beyond the consultancy period, the consultants are expected to work closely with the existing RWAMREC and Equimundo teams throughout this assignment. They will collaborate with the Bandebereho team, particularly the scale-up coordinator, the technical team of Equimundo, the Director of Programs, and the Executive Director. The consultant will establish an actionable succession plan for the conclusion of the assignment, detailing clear roles and responsibilities for the Bandebereho Team, RWAMREC management, TAG members and other key stakeholders; and identifying key strategic priority projects that will require follow-up beyond the timeframe of the consultancy. The scope of work provided is not exhaustive. Therefore, the consultants are expected to work closely and collaborate with the RWAMREC and Equimundo teams to fully understand the scope and establish success metrics prior to the commencement of the assignment. III. Specific objectives The consultant is expected to deliver: An inception report: The inception report will serve as the foundation for the assignment, providing a detailed work plan, timelines, and methodology based on consultation between the consultant and RWAMREC. A three-year costed fundraising strategy for RWAMREC with an actionable implementation matrix. A specific fundraising roadmap for the Bandebereho national scale-up. An exhaustive list of ideal prospects for RWAMREC, including specific prospects for Bandebereho, along with detailed profiles of key prospects. Basic user manual for the systems developed. A final report summarizing the assignment and recommendations, including a succession or gradual role transfer plan IV. Specific Tasks and Responsibilities of the Consultants 1. Strategy Development and Coordination Organize, conduct, and coordinate all consultations with key program stakeholders, including RWAMREC, RBC, MIGEPROF, other Technical Advisory Group (TAG) members, and government leaders at national and district levels. Support RWAMREC in defining detailed pathways and strategies for the elaboration of the Bandebereho national scale-up strategy, integrated into the national Community Health System. Lead the development, validation, finalization, and high-level government approval of the national scale-up strategy. Co-organize and facilitate validation meetings with key government stakeholders to ensure buy-in and alignment. Establish and clearly define the roles and responsibilities of all program stakeholders to ensure coordinated implementation. Ensure the strategy includes: A well-defined implementation framework A comprehensive risk assessment aligned with the Rwandan health system 2. Research and Cost Analysis Conduct a thorough desk review of all relevant policy documents to understand the mandate, legal framework, and context of the national scale-up—particularly Rwanda Vision 2050, HSSP V, the National Community Health Strategic Plan, and NST2. Analyze existing national policies, strategies, and legal frameworks guiding community health to inform integration of the Bandebereho Program. Develop a sound methodology and detailed cost estimate to support the proposed national scale-up strategies. Ensure the national strategy is evidence-based and grounded in both programmatic research and global best practices in community-based health and gender equality programming. V. Deliverables Inception Report: A detailed report outlining the assignment’s methodology, approach, and work plan, including timelines and key milestones. Consultation Reports: Comprehensive documentation of all stakeholder consultations, including key insights, recommendations, and agreements. Validation Meeting Reports: Summaries capturing feedback, decisions, and outcomes from strategy validation sessions with key government and program stakeholders. Roles and Responsibilities Matrix: A clearly structured matrix defining the specific roles and responsibilities of each stakeholder involved in the national scale-up process. Final Consultancy Report: A comprehensive report that includes: The final approved national scale-up strategy A detailed cost analysis An implementation roadmap Actionable recommendations to guide the rollout and long-term sustainability of the strategy VI. Qualifications and Expertise Education A Master’s degree in Gender and Development Studies , Public Health , International Development , Health Policy , or a related field. A post-graduate degree is considered an added advantage. Experience and Skills Minimum of 10 years of experience  in designing and/or leading the implementation of large-scale gender and health programs, with specific expertise in scale-up strategies. At least 10 years of experience in research and/or research management , particularly focused on cost-effectiveness research. Familiarity with the Bandebereho Program  or similar male engagement initiatives in gender or health is a strong asset. Proven track record in: Strategic planning Facilitating multi-stakeholder processes Producing high-quality strategic documents Prior experience working with Rwanda’s Ministry of Health , Rwanda Biomedical Centre (RBC) , MIGEPROF , or NCDA  is strongly preferred. Demonstrated ability to collaborate effectively with government institutions , development partners , and civil society actors . Excellent written and oral communication skills , with the ability to synthesize complex information into clear, concise outputs. VII. Timeline Start Date: June 2nd, 2025 (Proposed) End Date: December 15th, 2025 Milestone one: Validation of the submitted inception report by June 16th, 2025 . Milestone two: Validation of submitted report from the consultations and desk review, including clear recommendations on the most suitable pathway to scale, by July 10th, 2025 . Milestone three: Submission of draft 0 of the scale-up strategy by July 31st, 2025 . Milestone four: Submission of the preliminary cost of the scale-up, the action plan and roles and responsibilities by August 22nd, 2025 . Milestone five: Submission of Draft 1, including the revised and validated cost, action plan and roles and responsibilities by September 12th, 2025 . Milestone six: Validation of the national scale-up strategy for the Bandebereho Program by Government leaders by November 30th, 2025 . VIII. Evaluation Criteria RWAMREC reserves the right to select the consultant or consultancy and will apply the following criteria: Technical Requirement (70 points): This includes understanding of the assignment ToRs and the overall strategy for implementation, with a maximum of 10 points. The technical aspect can receive up to 30 points and should include a detailed description of the approach and methodology, the proposed work plan and timelines, team composition and expertise, risk management and mitigation strategies, a monitoring, evaluation, and reporting plan, a capacity-building plan, and relevant previous experience. Relevant experience, expertise, and skills of the consultant are worth up to 20 points. Academic qualifications of the consultant and team are worth up to 10 points. Financial Requirement (30 points): This should include a detailed cost breakdown in Rwandan francs per milestone, indirect costs, tax and VAT included in the proposal, the proposed payment schedule, terms of payment, and any assumptions or conditions. Note: Bidders who do not score at least 50% of the total points for the technical requirement will be disqualified and will not proceed to financial evaluation. IX.   • RWAMREC Annual Report 2024: A Year of Impact and Transformation

    RWAMREC Annual Report 2024 The RWAMREC Annual Report 2024  reflects a year of bold action, resilience, and measurable progress in advancing gender equality across Rwanda. At the Rwanda Men’s Resource Centre (RWAMREC), we believe transformation begins at the community level, and 2024 showcased the power of engaging men, women, and youth to challenge harmful norms and build healthier, more equitable societies. Expanding Reach and Impact In 2024, RWAMREC extended its presence to 22 districts , reaching more than 302,000 people directly  and over 285,000 indirectly  through media and awareness campaigns. This wide reach demonstrates the growing demand for transformative approaches that center men as partners in gender equality. Bandebereho: Scaling Up Success The Bandebereho program , RWAMREC’s flagship model, continued its journey toward national scale. In 2024 alone, it engaged 21,304 parents and 17,685 children , while achieving a landmark integration of male-engagement indicators into Rwanda’s Health Management Information System (HMIS) . This milestone sets the stage for sustainable, nationwide adoption. Promoting Women’s Economic Empowerment Projects like Wisigara Mugore  and the Kataza Program  addressed barriers to women’s financial inclusion. By tackling restrictive gender norms, engaging financial institutions, and empowering young women entrepreneurs, RWAMREC helped open new pathways for equitable participation in Rwanda’s economy. Youth and Community Engagement With the Tinyuka (“Ose!”) project , RWAMREC supported teen mothers, fathers, and caregivers in Gatsibo District, combining economic empowerment, psychosocial support, and men’s engagement. Meanwhile, through the Generation-Gender initiative , young advocates used community scorecards and national advocacy to hold leaders accountable and push for inclusive policies. Advancing Inclusion and Diversity The RWAMREC Annual Report 2024 also highlights important steps in disability inclusion. More than 550 Community Health Workers  were trained to engage people with disabilities in gender-transformative programming, while youth and marginalized voices were increasingly represented in RWAMREC’s initiatives.   • Terms of References - Audio production company for a new radio drama dedicated to challenging gender negative social norms for reducing avoidable blindness and visual impairment

    Who we are The Rwanda Men Resource Centre (RWAMREC) is a Rwandan non-governmental organization, working to promote gender equality and positive masculinity and engaging men to eliminate all forms of men’s violence against women and children. The vision of RWAMREC is a peaceful Rwandan society where women and men share roles and responsibilities of raising families and governing society in equality and respect of human rights. RWAMREC’s distinctive and innovative mission is to promote gender equality through the reconstruction of a non-violent identity of men, the adoption of healthy masculine behaviours, and men’s empowerment to be positive and supportive partners, role models for other men and change agents in promoting healthy families and women’s socio-economic development, eradication of sexual and gender-based violence, positive fatherhood and men’s health in Rwanda. Context and justification Eye health remains a significant public health concern in Rwanda, with women and persons with disabilities facing disproportionate barriers to accessing quality eye care services. According to the World Health Organisation, women are more likely to be blind or visually impaired due to systemic gender inequalities in access to health services. Furthermore, persons with disabilities often experience compounded exclusion due to physical, social, and economic barriers. Regarding barriers to accessing eye care services, the RAAB (2015) findings indicated that socio-cultural barriers also constitute a significant obstacle for vulnerable people seeking eye health services. Indeed, there are persistent beliefs in rural communities that cataracts and other forms of eye disease cannot be cured at the hospital, especially among older people. Such beliefs and poverty make many vulnerable people with eye health issues not to seek eye care services at a health facility. Additionally, to this, women continue to face barriers related to heavy domestic responsibilities, with their husbands not willing to take over those responsibilities when women go to seek eye care away from home. In this framework, to reduce avoidable blindness and visual impairment among vulnerable people, including women and people with disabilities, RWAMREC funded by the Fred Hollows Foundation is implementing the project entitled; “Strengthening the health systems for eye health in Rwanda. The project aims on” gender equity inclusion by raising awareness of eye health-seeking services among community members through community awareness campaigns and male engagement. It is a pilot project of one year from July 2024 to June 2025 with the possibility of extension, and it is implemented in collaboration with Musanze district, Health centres, CHWs, and the community. Scope of Work RWAMREC seeks to engage a skilled social behavior change communication firm that has proven experience in developing and producing edutainment serial radio drama aimed at driving social transformation, particularly within the health sector. The focus of this initiative is on promoting “eye health.” The selected company will be responsible for developing a 12-episode serial radio drama, with each episode lasting 15 minutes. The content should address and challenge harmful gender norms while encouraging positive health-seeking behaviors related to eye care. Responsibility The successful applicant would realize the following tasks: 1. Pre-Production Planning Attend the briefing meeting with RWAMREC. Planning and attending the co-creation workshop with RWAMREC team. Develop a detailed action plan with different milestones of the assignment. 2. Script writing and Content Creation Write storylines, with the messages that address eye health issues and challenge gender stereotypes.​ Write 12 original scripts, each approximately 15 minutes in length, incorporating compelling story lines that address eye health issues and challenge gender stereotypes.​ Create relatable characters that reflect the community's diversity, ensuring representation of different genders, ages, and social backgrounds.​ Ensure all content is culturally relevant and sensitive to the local context, avoiding content that could be perceived as stigmatising or inappropriate. 3. Production and Post-Production Select voice actors who resonate with the target audience and direct them to deliver performances that enhance the narrative's impact.​ Record, mix, and master high-quality audio, incorporating sound effects and music to enrich the listening experience.​ Implement a review process s to ensure the final product meets technical and content standards before dissemination. Ensuring the presence of RWAMREC team during the recording sessions, and being open to their feedback during the process. 4. Coordination and Collaboration Collaborate with RWAMREC and other relevant stakeholders to ensure alignment with broader health communication strategies and objectives.​ Collaborate with RWAMREC team to ensure their feedback are given to each milestone of the project, and integrated in the final deliverables.     RWAMREC is hiring a project coordinator for a Radio Drama Project on Reducing Violence Against Women WHO WE ARE The Rwanda Men’s Resource Centre (RWAMREC) is a Rwandan non-governmental organization working to promote gender equality and positive masculinities by engaging men and boys to challenge gender-based violence and support the empowerment of women and girls. RWAMREC envisions a peaceful Rwandan society where women and men share roles and responsibilities in raising families and governing society with equality and respect for human rights. Our mission is to transform harmful masculinities and promote gender equality through engaging men as supportive partners, caring fathers, and agents of change. CONTEXT Since 2024, RWAMREC has been partnering with NOVAH (No Violence At Home), a non-profit organization that develops innovative entertainment-education programs to prevent intimate partner violence (IPV). Together, RWAMREC and NOVAH co-created Twubakane, a successful radio drama that was aired on Radio Musanze in early 2025. Encouraged by its impact, the partnership is moving into a new phase to deepen and scale this work. This new phase includes: A small-scale quantitative evaluation of Twubakane Formative research for a second season Scriptwriting and production of 10 new episodes Broadcasting via multiple radio stations Implementation of a large-scale randomized controlled trial (RCT) To coordinate this next phase, RWAMREC is hiring a full-time Project Coordinator for an initial period of 12 months, based in Kigali with frequent field travel across Rwanda. The position may be extended depending on performance and funding availability. KEY RESPONSABILITIES Project Coordination & Planning Oversee all phases of the project, from formative research to production and broadcast. Ensure the timely implementation of activities by tracking deliverables and deadlines. Conduct weekly check-ins and collaborative planning sessions with the NOVAH team. Team Leadership & Supervision Lead and support enumerators, writers, translators, and field staff. Ensure quality assurance during fieldwork and script development processes.   • Development of the National Scale-Up Strategy for the Bandebereho Program

    I. Background: About RWAMREC The Rwanda Men's Resource Centre (RWAMREC) is a non-governmental organization working on gender equality and GBV prevention through the promotion of positive masculinities and engaging men and boys. RWAMREC operates in 27 districts across all four provinces of Rwanda and the city of Kigali, working within six strategic areas: Community Empowerment, Healthy Families, Gender Justice, Youth Mentorship, Diversity and Inclusion, and Capacity Building. The organization implements various programs and projects aimed at addressing Gender-based Violence, socio-economic empowerment of women, and the overall health and welfare of women, families, and communities in Rwanda. About the Bandebereho Program Bandebereho, RWAMREC’s flagship program, empowers Rwandan families by engaging men in reproductive, maternal, and child health, caregiving, and the prevention of family violence—challenging traditionally limited male involvement in these areas. Using fatherhood as an entry point, Bandebereho effectively addresses harmful gender norms. The program has demonstrated measurable success, reaching 20,000 families with significant reductions in intimate partner violence and improved health outcomes for women and children, as confirmed by two rounds of randomized controlled trials. Looking ahead, the program aims to expand its reach to 104,000 families by 2027 , with a long-term vision of full integration into Rwanda's Community Health System beyond that date. To inform this national scale-up, RWAMREC is currently conducting a baseline study and cost analysis. To support this process, RWAMREC seeks to hire a team of consultants who will work collaboratively with RWAMREC and key stakeholders—including RBC, MIGEPROF, NCDA, UNABU, Equimundo , and others—to develop a costed national scale-up strategy  for the Bandebereho Program. II. Scope of Work The purpose of this consultancy is to support RWAMREC to engage the government high level leaders in developing a national scale-up strategy for the Bandebereho Program and buy in of the program that will ensure successful integration of the program within the community health system of Rwanda. This will involve working collaboratively with RWAMREC, RBC/MCCH, MIGEPROF, NCDA, UNABU, Equimundo and the broader Bandebereho Technical Advisory Group (TAG) to: 1. Identify and validate the most suitable pathway to scale for the program, 2. Establish a roadmap and strategies towards achieving a nation-wide scale up of the program, 3. Establish a costing framework for the national scale-up, and 4. Oversee the rollout of the strategy and provide technical support and advisory. To ensure continuity beyond the consultancy period, the consultants are expected to work closely with the existing RWAMREC and Equimundo teams throughout this assignment. They will collaborate with the Bandebereho team, particularly the scale-up coordinator, the technical team of Equimundo, the Director of Programs, and the Executive Director. The consultant will establish an actionable succession plan for the conclusion of the assignment, detailing clear roles and responsibilities for the Bandebereho Team, RWAMREC management, TAG members and other key stakeholders; and identifying key strategic priority projects that will require follow-up beyond the timeframe of the consultancy. Strategy Development and Coordination Organize, conduct, and coordinate all consultations with key program stakeholders, including RWAMREC, RBC, MIGEPROF, other Technical Advisory Group (TAG) members, and government leaders at national and district levels. Support RWAMREC in defining detailed pathways and strategies for the elaboration of the Bandebereho national scale-up strategy, integrated into the national Community Health System. Lead the development, validation, finalization, and high-level government approval of the national scale-up strategy. Co-organize and facilitate validation meetings with key government stakeholders to ensure buy-in and alignment. Establish and clearly define the roles and responsibilities of all program stakeholders to ensure coordinated implementation. Ensure the strategy includes: A well-defined implementation framework A comprehensive risk assessment aligned with the Rwandan health system 2. Experience and Skills Minimum of 10 years of experience  in designing and/or leading the implementation of large-scale gender and health programs, with specific expertise in scale-up strategies. At least 10 years of experience in research and/or research management , particularly focused on cost-effectiveness research.   • Creating Change: RWAMREC’s Gender Transformative Training in the Gakenke District

    Breaking the Cycle of Gender-Based Violence At RWAMREC, we believe that sustainable change starts within communities. This belief drives our commitment to fostering gender equality and preventing gender-based violence (GBV) through transformative, community-led initiatives. One of our latest efforts is the Gender Transformative Approach (GTA) training for Community Health Workers (CHWs) and their partners in Gakenke District—a crucial step toward building families and communities free from violence. This training is part of the Bandebereho  scale-up project, implemented in collaboration with the Ministry of Health (MOH) through the Rwanda Biomedical Center (RBC), the Ministry of Gender and Family Promotion (MIGEPROF), and the National Childhood Development Agency (NCDA). With support from the Global Innovation Fund (GIF), Grand Challenges Canada (GCC), and the International Development Research Centre (IDRC), we are working to engage men in maternal, newborn, and child health (MNCH), caregiving, and violence prevention. Why This Training Matters Gender norms shape how people live their lives—but harmful norms can trap individuals in cycles of inequality and violence. Our GTA training is designed to challenge these norms by equipping CHWs and their partners with the tools to lead discussions on gender equality, positive masculinities, and violence prevention. We know that meaningful change happens when the whole community is involved. By engaging men aged 21-40—especially those with expectant partners or young children—we aim to promote healthier family relationships and shift harmful social attitudes. And by ensuring CHWs receive comprehensive training, we empower them to become champions of change in their communities.   • Together: Strengthening Women’s Voices for Sustainable Agriculture and Food Systems

    Nairobi, 18th – 20th February 2025 Addressing Gender Inequality in Agriculture: The Need for Men's Engagement Agriculture is the backbone of many economies worldwide, particularly in developing countries, where it provides employment and sustenance for millions. However, gender inequality remains a significant barrier to progress in this sector. Women make up almost half of the agricultural workforce globally, yet they have less access than men to essential resources such as land, credit, education, and technology. This inequality is particularly evident in Rwanda, where women contribute significantly to farming but continue to face systemic barriers that limit their productivity and decision-making power. The recent Together: Strengthening Women’s Voices for Sustainable Agriculture and Food Systems  conference in Nairobi brought global experts together to discuss strategies for creating a more inclusive and sustainable agricultural system. RWAMREC’s Director of Programs, Gisèle Umutoniwase, participated in this vital dialogue , highlighting the critical role of gender-transformative approaches in agriculture. One of the key takeaways from the conference was the need for men to transition from being gatekeepers of gender norms to active participants in fostering gender equality, particularly in the agricultural space. Men's Role in Advancing Gender Equality in Agriculture The agricultural sector has long been dominated by gendered power dynamics that favor men in land ownership, financial access, and decision-making. RWAMREC has consistently advocated for engaging men as allies in gender equality  rather than reinforcing traditional roles that disadvantage women. When men become active supporters of women’s economic empowerment, communities experience greater food security, higher incomes, and improved well-being for all. One critical issue in agriculture is the burden of unpaid care work , which disproportionately falls on women. In addition to farming responsibilities, women are often expected to manage household chores, childcare, and elder care, significantly reducing their ability to participate fully in income-generating agricultural activities. Addressing these imbalances requires shifting social norms and implementing policies that support equitable labor distribution at home and in the fields. RWAMREC’s Engagement with GIZ in Burkina Faso During the conference, Gisèle Umutoniwase shared insights from RWAMREC's successful collaboration with GIZ in Burkina Faso , where the organization worked to integrate gender perspectives into agricultural training programs. The project focused on transforming traditional gender roles by training male and female farmers on the economic benefits of gender equality. One of the key strategies was incorporating gender-responsive methods into existing agricultural and financial training, ensuring that women had access to the same opportunities as men. The initiative also emphasized the importance of raising awareness among men about the value of shared decision-making and equitable labor division . As a result, many participating households reported increased agricultural productivity and improved family well-being. The project demonstrated that gender equality is not just a women’s issue but a societal transformation that benefits all . Gender Equality and Climate Change Mitigation Another significant discussion point at the conference was the intersection of gender equality and climate change mitigation . Studies, including research from Project Drawdown , highlight that women’s lack of access to education and resources is a major contributing factor to environmental degradation. When women are empowered through education, they tend to make more sustainable agricultural choices, leading to better conservation practices and climate resilience. Gender-transformative approaches in agriculture can help address both gender inequality and climate change. By ensuring women have equal access to land, financial resources, and education, communities can adopt more sustainable farming practices, reduce emissions, and improve overall environmental sustainability. Investing in women farmers is, therefore, a crucial strategy for building climate-resilient food systems . Moving Forward: A Call to Action RWAMREC remains committed to promoting gender-transformative approaches  in the agricultural sector, ensuring that men and women can thrive together in sustainable food systems. The Together Conference in Nairobi  reinforced that gender equality must be integrated into all aspects of agricultural policy and practice to create meaningful and lasting change. As we move forward, we call upon policymakers, development partners, and agricultural stakeholders to: Increase investment in gender-responsive agricultural policies Support programs that engage men as allies in gender equality Reduce women’s unpaid care burden through equitable policies and community initiatives Promote women’s access to land, credit, and education Integrate gender perspectives into climate action strategies By implementing these strategies, we can ensure a more inclusive, sustainable, and food-secure future for all .

  • Terms of Reference for Hiring a Gender-Sensitive Workplace Expert to Provide Technical Support and Coaching to Private Companies

    About RWAMREC Rwanda Men’s Resource Centre (RWAMREC) is a non-governmental organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches to prevent gender-based violence in Rwanda. RWAMREC operates in 27 districts across all four provinces of Rwanda and the city of Kigali, focusing on six key areas: Community Empowerment Building Healthy Families Promotion of Gender Justice Youth Mentorship Diversity and Inclusion Capacity Building Background and Context Rwanda has made remarkable progress in reducing gender equality gaps in the public sector through favorable policies and strategies. However, despite having the highest percentage of women in parliament worldwide (61.3%), gender equality in private businesses remains low, negatively impacting women, their families, and the economy. Key statistics from the NISR Labour Force Survey Thematic Report on Gender include: Women’s participation in Rwanda’s labor market is 48.2%, compared to 65.6% for men. Women hold only 32% of decision-making positions in the private sector. The PSF Secretariat has no women CEOs or directors among its five directorate positions. Women earn approximately 13% less than men due to differences in occupation, education, and working hours. The National Institute of Statistics of Rwanda (NISR) Labour Force Survey (2019-2022) highlights further disparities: Regardless of education level, women earn lower average monthly incomes than men. In 2022, the gender wage gap at the university level widened to 105,437 Frw (239,719 Frw for women vs. 345,156 Frw for men). Women managers earn 1.3 times less than their male counterparts (374,274 Frw vs. 488,099 Frw). Gender pay gaps are wider in urban areas than in rural ones. A Transparency International Rwanda report found that 10% of employees have experienced gender-based corruption, including sexual harassment and exploitation. Private sector workplaces often lack internal employee welfare programs such as health insurance, paid leave, social security, childcare facilities, and lactation rooms. The sector remains male-dominated, with many men benefiting from patriarchal systems that provide privileges and power. Additionally, awareness of the benefits of gender equality remains low. Project Overview In partnership with GIZ, RWAMREC is implementing a project to engage men in promoting gender equality in the private sector. The initiative challenges harmful gender norms and aims to create gender-responsive workplaces that benefit both men and women. The project addresses: Workplace support systems (e.g., lactation rooms, childcare facilities) Unequal domestic workloads Gender wage gaps Limited access to business networks for women To support the creation of gender-sensitive workplaces in selected private companies, RWAMREC is hiring a Gender-Sensitive Workplace Expert to provide coaching and technical support. Objective of the Assignment The technical expert will provide support, coaching, and follow-up for 20 selected companies  in Musanze and Kigali (Nyarugenge and Gasabo). The expert will: Develop standardized tools for company adoption. Deliver capacity-building sessions. Support implementation across all 20 companies. Key Outcomes The assignment's success will be measured by at least 10 companies integrating at least one gender diversity management element . Tasks of the Gender-Sensitive Workplace Expert The expert will: Conduct a gender assessment  of company policies, tools, and practices to identify gaps related to: Work-life balance policies (e.g., childcare, lactation rooms) Women's participation in decision-making roles Prevention of sexual harassment and exploitation Gender representation in traditionally male- or female-dominated roles Gender-specific wage gaps Inclusive and non-sexist communication Safety in public spaces Develop action plans  with company leadership based on assessment findings. Prioritize key areas  for support in collaboration with RWAMREC. Create standardized tools  (e.g., gender-sensitive HR policies, sexual harassment policies). Ensure action plan implementation  through hands-on company support. Conduct training  for company staff on using gender-sensitive tools. Provide one-on-one coaching  for companies in applying tools effectively. Engage male champions  to advocate for gender equality within companies. Train male and gender champions  on addressing GBV and sexual harassment. Support awareness-raising efforts  through company-level activism. Conduct follow-up visits  to track progress and provide additional support. Review the baseline assessment report  and address key recommendations. Contribute to project indicators , ensuring at least 10 companies integrate a gender diversity management element. Develop weekly and monthly plans  for effective technical support and coaching. Produce progress reports , including: Monthly reports on developed action plans Reports on capacity-building and coaching Follow-up visit reports Final report on technical support and coaching outcomes Deliverables & Payment Milestones Payments will be based on the following key deliverables: Inception report : Work plan, methodology, and tools Monthly reports : Progress on action plan implementation Standardized tools : Developed and adopted by companies Capacity-building reports : Training and one-on-one coaching summaries Follow-up visit reports : Company progress updates Final report : Comprehensive summary of technical support and coaching Qualifications and Skills The ideal consultant should have: A Master’s degree  in social sciences, human rights, gender/women’s studies, international development, or a related field. At least three years of experience  in gender equality, gender mainstreaming, women’s empowerment, and male engagement. Extensive experience in gender and business development services . Strong understanding of gender dynamics in Rwanda  and experience working with private-sector companies. Excellent communication skills and the ability to engage with various stakeholders. Previous experience working on Gender Equality Seal certification  is an asset.     Scaling Parenting Programs to End Violence: Key Insights on Parenting Programs to Reduce VAC and VAW from the Saving Brains Webinar On the 19th of February 2025, the Saving Brains Webinar  brought together leading experts to discuss how parenting programs can effectively reduce violence against children and violence against women. The event featured Emmanuel Karamage, BandeBereho Project Coordinator at RWAMREC , alongside Kate Doyle from the Prevention Collaborative  and Beatrice Ogutu from Investing in Children and their Societies (ICS-SP) . This engaging discussion emphasized how scaling up evidence-based programs like Bandebereho , through the Rwanda Health System , can create safer, more nurturing family environments—ultimately leading to a brighter, more secure future for children and communities. Evidence from the Bandebereho RCT, following a six-year follow-up, highlighted positive outcomes in reducing intimate partner violence and violence against children. The program not only decreased violence but also increased men's involvement in caregiving and improved couples' relationships.
