    BANDEBEREHO official BANDEBEREHO BANDEBEREHO (‘ROLE MODEL ’ IN KINYARWANDA) WORKS WITH MEN AND COUPLES WITH YOUNG CHILDREN TO PROMOTE MEN'S ENGAGEMENT IN REPRODUCTIVE, MATERNAL, AND NEWBORN HEALTH, VIOLENCE PREVENTION, CAREGIVING, AND HEALTHIER COUPLE RELATIONS IN RWANDA. WHERE Musanze, Burera and Gakenke Districts, Rwanda PARTICIPANTS Couples aged 21-35 and children under 5 MODULE Journey of Transformation of 17 weekly sessions A STRONGLY EVIDENCED PROGRAM Bandebereho transforms traditional norms of masculinity in Rwanda by using fatherhood as an entry point to promote men’s participation as caring, non-violent and supportive fathers and partners. LONG-TERM POSITIVE IMPACTS ON HEALTH AND GENDER-RELATED OUTCOMES were assessed through a 6-year Randomized Control Trial (RCT) after the pilot program. CHALLENGES WE FACE Traditional gender norms perpetuate gender inequality and power imbalances between men and women, which limit men's involvement in reproductive, maternal, and newborn health, drive violence against women and children, and create an unequal division of care. 43% of ever-married women aged 15-49 have experienced spousal violence 23% of currently married women make decisions about their earnings. 37% of children age 2-4 left alone or in the care of another child under age 10 ENGAGING MEN AS A SOLUTION Bandebereho engages men, alongside their partners, to challenge unequal gender norms and power dynamics. Community health workers facilitate the 17-session curriculum (4 months) with small groups of men and couples in their communities. KEY PRINCIPLES: Grounded in gender equality. Explicitly engages men alongside women. Applies a strengths-based approach to parents. Uses participatory approaches to foster learning and reflection. Prioritizes women’s safety and autonomy. WHY ENGAGE MEN? Engaging men can foster gender equality by creating more equitable relationships and violence-free households and support women's empowerment while mitigating potential societal backlash. THE BANDEBEREHO APPROACH: FATHERHOOD AS AN ENTRY POINT Parenthood offers men chances for engagement, leading to potential behavioural changes. Many men want to be more involved in their children’s lives. Parenthood can lead to increased openness to changing attitudes in men and women. BANDEBEREHO PROGRAM BANDEBEREHO PROGRAM FOR ACTIVE FATHERHOOD AND HEALTHY FAMILIES UNPRECEDENTED OUTCOMES A randomized controlled trial (RCT) with 1,199 couples was conducted from 2015 to 2021 to evaluate the long-term effectiveness of the Bandebereho pilot. The RCT showed strong statistical results and positive, sustained outcomes that are unusual because of the length of the RCT. PARTICIPANTS SURVEYED AT MULTIPLE TIME POINTS: ONE PROGRAM: MANY IMPACTS 60% Decrease emotional Intimate partner violence. Decrease in economic Intimate Partner Violence 53% 32% Decrease in child physical punishment by men (28%) and women (32%). 16% Decrease men's dominance in decision-making. Increase sharing of childcare and household tasks with partner. 16% BANDEBEREHO TIMELINE THE PILOT PHASE 2013 - 2015 BANDEBEREHO was first implemented in 2013 as part of the MenCare+ project in partnership with Instituto Promundo (now Equimundo). TRANSITION TO SCALE 2019 - 2022 BANDEBEREHO scale-up through the health system was piloted in Musanze District, testing the feasibility of the scale-up using Community Health Workers (CHWS). STAGGERED SCALE-UP 2022 - 2027 Cascading training of CHWs from one district to three districts, optimizing the model for delivery by the health system, to inform a national scale-up strategy. THE SCALE-UP 2028 - BEYOND Scale-up of Bandebereho nationwide, led by a Government-approved national scale-up strategy in all 30 districts of Rwanda. SCALING UP Bandebereho is being taken to scale in partnership with the Rwandan Government, led by a multi-sectoral technical advisory group chaired by the Maternal, Child and Community Health Division of the Rwanda Biomedical Center. Rwanda's cadre of Community Health Workers (CHWs) are being trained to facilitate the Bandebereho program as part of their routine work. The current phase of scaling includes iterative cycles of research designed to adapt, test, and optimize the program for delivery by the health system.     Programs GENDER EQUALITY Rwanda Men’s Resource Centre conducts mass sensitization and education programs, media campaigns and public lectures, mentoring programs, etc to engage men and youth in Gender-based violence (GBV) prevention, positive masculinity, positive cultural norms and values associated with life skills and orientation in the ir daily interaction with women counterparts. FIGHT AGAINST GBV Campus dialogues and Schools outreach programs against GBV will be implemented in order to involve as many youth population as possible. Special sessions with focus on techniques that encourage men to confront the peer’s attitudes about sex and violence will be organized for men by men within and outside schools. ADVOCACY By advocacy, Rwamrec involves policy makers, parliamentarians, NGOs, Government and other Stakeholders through, lobbying, mobilizing and building alliances and networks with them so that they put in place proactive gender sensitive policies and strategies that address gender issues by their root causes. Our strategies Mass mobilization and sensitization campaigns to engage men to adopt positive masculine behaviors to effectively prevent gender-based violence. Research on perceptions and practices on masculinity and GBV in Rwanda. Capacity building to mainstream men engagement in gender promotion and GBV prevention programs, provide training and material resources for implementing menengage initiatives through gendered programs. Advocacy strategies through public event as well as building alliances with policy makers, non-governmental organizations, and other stakeholders for purposes of putting in place proactive policies and strategies that address gender issues by their root cause. Dialogues and school mentorship programs in order to involve as many young women and men in GBV prevention throughout Rwanda.

Funded and directed by Care Rwanda and implemented with RWAMREC's assistance, it uses a curriculum co-designed by CARE International Rwanda and RWAMREC. OIF Since 2019, RWAMREC, with funding from USAID (Twiceceka program) and the International Organization of Francophonie (OIF), has supported teen mothers in Huye. They received training in gender, sexual reproductive health and rights, financial literacy, economic empowerment, and entrepreneurship. Through forming saving groups and starting income-generating activities, these teen and single mothers regained self-confidence and hope for their future and their children.     < Back BAHO The BAHO program (Building and Strengthening Healthy Households) aims to help couples live in safe, violence-free homes using the Indashyikirwa model. Funded and directed by Care Rwanda and implemented with RWAMREC's assistance, it uses a curriculum co-designed by CARE International Rwanda and RWAMREC. The BAHO program, short for Building and Strengthening Healthy Households, takes its name from the Kinyarwanda imperative form of the verb "to live." The project’s mission is to provide couples with an opportunity to live in a safe household free from domestic violence, using the Indashyikirwa model. CARE Rwanda directs and funds the initiative, which is implemented with assistance from RWAMREC. The Indashyikirwa couple curriculum, co-designed by CARE International Rwanda and RWAMREC, aims to achieve this goal. This curriculum has effectively improved women's economic situations by reducing intimate partner violence (IPV). The program involves women's economic empowerment activities and engages men as allies for gender equality. It also uses digital messaging and mass media/radio to raise awareness. The program works to shift attitudes around violence and control of women's mobility and financial assets. It promotes positive behaviors such as communication, positive masculinity, shared household chores, and joint decision-making. Indashyikirwa has achieved scale and expanded beyond small pilots through government and civil society support. The Indashyikirwa model operates on various levels: Household Level: CARE and local partners provide couple curriculum training, promoting healthy and equitable relationships among couples. This training reduces gender-based violence and increases women's economic decision-making power. Women participants are selected from VSLAs and bring their partners for couples training. Community Level: The program engages women in VSLAs outside their homes, increasing access to resources through savings and small businesses. Village Level: Indashyikirwa collaborates with opinion leaders and the government's "Friend of the Family" community-based volunteer network to organize regular community-level dialogues that shift norms around gender-based violence.     < Back PPIMA Under PPIMA Phase IV, RWAMREC implemented the Community Score Card model in Rulindo and Bugesera districts to promote citizen participation in local governance. Through weekly community forums, residents identified key issues—from poor service delivery to cases of SGBV—which were prioritized and addressed in collaboration with local authorities. The initiative led to tangible improvements in infrastructure and service delivery, while empowering communities to hold leaders accountable and advocate for their rights. The Rwanda Men’s Resource Centre (RWAMREC) was one of the local partners that implemented the Public Policy Information Monitoring and Advocacy (PPIMA) program in Rwanda. Coordinated by Norwegian People’s Aid (NPA) and funded by the Swedish International Development Cooperation Agency (SIDA) and the Foreign, Commonwealth and Development Office (FCDO) , PPIMA aimed to strengthen the participation of Rwandan civil society organizations and citizens in public policy processes. As part of PPIMA Phase IV , RWAMREC implemented the Community Score Card (CSC) model in two districts: Rulindo in the Northern Province and Bugesera in the Eastern Province. This model was designed to enhance citizen engagement in local government planning and to hold local leaders accountable for the delivery of public services. How did the Community Score Card (CSC) model work? The process began at the inteko z’abaturage —the weekly citizens’ assemblies. In these forums, RWAMREC-trained Governance Focal Persons (GFPs) facilitated discussions to identify key issues affecting the community. These concerns ranged from water shortages, poor service delivery at health centers, and limited access to quality seeds, to family-level challenges such as sexual and gender-based violence (SGBV). Once the issues were collected, community members prioritized them. The most pressing concerns were presented to local authorities to collaboratively find solutions. Some problems were resolved at the cell level, while others were escalated to the sector or district level, especially when they required budgetary support. GFPs regularly followed up with local authorities to monitor progress and ensure that community priorities were addressed. The CSC process in Rulindo and Bugesera delivered tangible results. These included the repair of infrastructure such as water pumps, roads, bridges, schools, and even homes for vulnerable families. Additionally, advocacy through the CSC model led to stronger responses from local leaders in addressing family conflicts and SGBV cases. Thanks to PPIMA, communities in Rulindo and Bugesera felt empowered—they had a collective voice, and most importantly, they witnessed that their voices were heard and led to real change in their communities.     < Back FCDO RWAMREC’s FCDO-funded project empowered marginalized groups—women, youth, people with disabilities, and the elderly—to actively participate in local governance through tools like the Community Scorecard. The project strengthened citizens’ voices, built leaders’ capacity on gender and inclusion, and supported local and national governments in developing inclusive policies to advance the Sustainable Development Goals. The FCDO Project: Promoting Inclusive Governance The FCDO-funded project works with marginalized groups, including women, youth, people with disabilities, and the elderly. Implemented by RWAMREC with financial support from the Foreign, Commonwealth and Development Office (FCDO), the project aims to promote inclusive governance and ensure that public policies are responsive to the needs of all citizens. Its overall objective is to contribute to the development of effective and inclusive policy responses—particularly regarding the institutionalization of the Gender Budget Statement, Imihigo performance contracts, and addressing existing gaps in gender and social inclusion—in order to meet the Sustainable Development Goals (SDGs). The project focuses on three key groups: Citizens : Empowering them to actively participate in planning and decision-making processes, and to hold leaders accountable through the Community Scorecard (CSC) model. Leaders : Building their capacity to address gender and inclusion challenges in their work. Government institutions : Supporting local and national authorities in formulating inclusive policies and guidelines that reflect citizens’ gender and social inclusion priorities. Our Approach: Capacity Building, Networking, and Advocacy To achieve its goals, the project uses a variety of strategies, including: Strengthening forum members’ knowledge on Gender Transformative Approaches (GTA), planning, and budgeting; Training citizens on the use of the Community Scorecard to ensure meaningful engagement in governance processes; Equipping district technical staff with skills to integrate gender and social inclusion considerations into planning and budgeting.
