    Programs GENDER EQUALITY Rwanda Men’s Resource Centre conducts mass sensitization and education programs, media campaigns and public lectures, mentoring programs, etc to engage men and youth in Gender-based violence (GBV) prevention, positive masculinity, positive cultural norms and values associated with life skills and orientation in the ir daily interaction with women counterparts. Special sessions with focus on techniques that encourage men to confront the peer’s attitudes about sex and violence will be organized for men by men within and outside schools. ADVOCACY By advocacy, Rwamrec involves policy makers, parliamentarians, NGOs, Government and other Stakeholders through, lobbying, mobilizing and building alliances and networks with them so that they put in place proactive gender sensitive policies and strategies that address gender issues by their root causes. ​ Our strategies Mass mobilization and sensitization campaigns to engage men to adopt positive masculine behaviors to effectively prevent gender-based violence. RWAMREC recognizes gender equality as a fundamental human right and as a condition for effective and sustainable development. Nowadays, our global society is developing very quickly and taking many positive development directions. However, eradicating violence against women and children, and ending sexual and gender based violence to achieve gender equality remains a major challenge. RWAMREC was therefore created and is fully committed to providing its contribution to ongoing national efforts through promotion of positive forms of masculinities, engagement of men as positive and supportive partners, and strengthening strategic partnerships between women and men for that end. Capacity development for mainstreaming and implementing the Men Engagement approaches into gender promotion and GBV prevention programs, Provide training and material resources for implementing Men Engage initiatives through gendered programs. Carry out Policy Advocacy initiatives and dialogues with the Government and other stakeholders to proactively prevent gender-based violence ; Organize dialogues and school mentorship programs in order to involve as many young women and men as possible in GBV prevention throughout Rwanda. Promotion of positive masculine behaviours with uniformed personnel (police, army, and students) There are several areas of development where these activities should be carried out, including health, education, women's empowerment, poverty reduction programs, the demobilization and reintegration of ex-combatants, public awareness and community mobilization on preventing gender-based violence, empowering local leaders and opinion leaders to provide gendered collective services, promoting and protecting the rights of women and children.

    PPIMA The Rwanda Men’s Resource Centre (RWAMREC) is one of the local partners implementing in Rwanda the Public Policy information monitoring and advocacy program, known as PPIMA, under the coordination of Norwegian People’s Aid (NPA). With funding from the Swedish International Cooperation Agency (SIDA) and the Foreign Commonwealth and development Office (FCDO), PPIMA aims at strengthening the engagement of Rwandan civil society organizations and citizens in public policy affairs. Our role as RWAMREC in PPIMA IV is to implement the Community Score Cards Model in two districts of Rwanda: Rulindo, in the Northern Province, and Bugesera, in the Eastern Province. This model has the objective to strengthen citizens’ involvement and participation in local government planning processes and in keeping local leaders accountable. How does the Community Scorecards (or CSS) Model work? The process starts at the level of the inteko z’abaturage, the weekly citizens’ assemblies. In that forum, our skilled facilitators, known as GFPs (governance focal persons), facilitate a discussion with the citizens, in order to collect some of the main issues that the community is facing. Such issues vary: they can be related to lack of water in a certain area to poor service delivery in the public health centre, to cases of SGBV in families or lack of quality seeds for agriculture. The different issues mentioned are prioritized and the ones that score the highest are then taken to the attention of the local authorities, to find together a viable solution. Some of them are sorted at a low administrative level (cell level), while others are brought to the attention of the higher level (called sector) and – if budget is required – they are taken up to the district level. GFPs constantly check in with local authorities to follow up on their commitments, to make sure that citizens’ priorities are finally attended to. Some results of the CSC in Rulindo and Bugesera include different things, like the fixing of infrastructures: water pumps, roads, bridges, schools, as well as poor peoples’ homes. In addition to that, advocacy through CSC also pushed the positive intervention of local leaders in cases of family conflicts and SGBV in the communities. Rwandan communities in Rulindo and Bugesera feel they now have a collective voice thanks to PPIMA and that their voice can actually be heard and make a change within their own communities!

    BANDEBEREHO ENGAGING FATHERS AND COUPLES TO BREAK CYCLES OF VIOLENCE IN RWANDA WHERE Musanze, Burera and Gakenke Districts, Rwanda PARTICIPANTS Couples aged 21-35 and children under 5 MODULE Journey of Transformation of 17 weekly sessions The Bandebereho program is a gender-transformative intervention targeting expectant couples or parents with young children under five years. It promotes men’s engagement in reproductive, maternal, and child health, caregiving, violence prevention and healthier couple relations. Fatherhood is used as an entry point to engage men to participate in 17 weekly sessions, ten for couples. The sessions are facilitated with small groups of up to 12 couples. The sessions foster positive changes in gender attitudes, couple relations, caregiving, violence prevention, and overall family health. AN EVIDENCE-BASED AND GENDER TRANSFORMATIVE INTERVENTION BANDEBEREHO is an evidence-based program that transforms traditional norms of masculinity in Rwanda by using fatherhood as an entry point to promote men’s participation as caring, non-violent and supportive fathers and partners. UNIQUE POSITIVE OUTCOMES AFTER 6 YEARS Unique positive impacts on health and gender-related outcomes were assessed through two Randomized Control Trials (RCT) conducted 21 months (in 2015) and 6 years (2021) after the pilot program. ADAPTED FROM PROGRAM P FOR RWANDA The program was inspired by Equimundo's Program P and adapted for Rwanda in collaboration with the Rwanda Biomedical Centre (RBC), a governmental agency working closely with the Ministry of Health. THE DEVELOPMENT CHALLENGE The intervention draws on sociological theories of gender and masculinities that highlight how gender inequalities are reproduced–or transformed–through everyday interactions in the home. The intervention creates a structured space for men and women to: question and critically reflect on gender norms and how these shape their lives; rehearse equitable and non-violent attitudes and behaviors in a comfortable space with supportive peers; and internalize these new gender attitudes and behaviors, and apply them in their own lives and relationships. BANDEBEREHO INNOVATIVE APPROACH Bandebereho is an evidence-based innovation aimed at transforming norms around masculinity by using fatherhood as an entry point to engage men and their female partners on maternal and newborn health, violence prevention, and unpaid care work via participatory, structured sessions led by community role models. Bandebereho is a contextually responsive programme whose adaptation and operationalisation from a different programme run in Latin America by Equimundo, global leaders in engaging men and boys, was carried out by the Rwanda Men’s Resource Center (RWAMREC). RWAMREC have extensive expertise in male engagement and gender norm-shifting programme implementation in Rwanda. The adaptation and implementation process also involved oversight and co-creation with the Rwanda Biomedical Center (RBC), who formally approved the curriculum in 2014, and has carried out subsequent rigorous testing through a randomised controlled trial , in collaboration with Equimundo. ONE INTERVENTION : MULTIPLE IMPACTS ENGAGED CAREGIVING Greater time spent by men on childcare and household tasks Greater sharing of tasks between partners MATERNAL HEALTH Greater antenatal care attendance by women accompaniment by men and provision of support during pregnancy EQUITABLE RELATIONS Less dominance of men in household decision-making Greater couple communication VIOLENCE PREVENTION Less physical, sexual, emotional, and economic partner violence Less physical punishment of children by both parents THEORY OF CHANGE Bandebereho's Theory of Change is anchored in sociological theories of gender and masculinity that highlight how gender inequalities are reproduced, sustained, and transformed through everyday interactions in the home. The hypothesis is that if men and their partners become more aware of inequalities, reflect on the costs of rigid norms, and learn and practise new skills (e.g. partner communication and joint decision-making) in a safe, non-judgemental peer environment, this could lead to positive changes across a wide range of health and relationship behaviours. External evidence demonstrates that effective couples intervention to prevent IPV typically include components that involve critical reflection on gender and power dynamics, as well as building relationship skills like communication and conflict resolution SIX YEARS LATER At 76-month follow-up, compared to the control group Bandebereho participants report (all statistically significant unless otherwise noted): Lower rates of physical, sexual, emotional, and financial intimate partner violence Greater antenatal care by women and accompaniment by men 1 Greater use of modern contraceptives Lower rates of depression for both parents Lower rates of child physical punishment by both parents Lower rates of harsh discipline by both parents Higher rates of using positive discipline techniques by both parents Greater participation in learning and responsive care of children by both parents Better emotional and behavioural outcomes for young children Higher levels of men’s participation in childcare and household tasks Less dominance of men in household financial decision-making ACHIEVEMENTS As a result of the initial positive findings from RCT of the pilot, in 2018, RWAMREC and Equimundo, in collaboration with the Rwanda Biomedical Center, sought to scale-up Bandebereho to reach more families and communities by integrating the program into the health system and specifically community health workers as the strongest and most sustainable option for scaling-up across Rwanda. From February, 2023 RWAMREC and RBC with technical support from Equimundo are scaling up the Bandebereho program in two additional districts of Burera and Gakenke with a Memorandum of understanding (MOU) signed between RWAMREC and RBC to integrated the program into the existing health structures of community health workers (CHWs). Recently, RWAMREC, MOH and RBC concluded on the integration of Bandebereho indicators related to the male involvement in antenatal care (ANC), in the delivery system, in family planning and immunization into the national reported indicators. Over the five-year period, two additional districts in the Northern province – Gakenke and Burera, a total of 1,568 CHWs will be trained and receive supportive supervision to recruit and facilitate Bandebereho group educations activities of couples of under five years children in their communities up to reach an estimated of 104,000 parents and more 45,000 under five years children over five years. SCALE UP As a result of the initial positive findings from Randomized Controlled Trial(RCT) of the pilot, in 2018, RWAMREC and Equimundo, in collaboration with the Rwanda Biomedical Center, sought to scale-up Bandebereho to reach more families and communities by integrating the program into the health system and specifically community health workers as the strongest and most sustainable option for scaling-up across Rwanda.     Board of directors Venant Nzabonimana the RWAMREC Chair, E-mail address : venant@rwamrec.org Venant Nzabonimana has a Bachelor degree in Education sciences from the University of Rwanda (Université Nationale du Rwanda). He followed a wide range of specific programme management related training (Programme planning, monitoring, and evaluation ; project management ; results based management ; civil society participation in poverty reduction strategies development ; Planning and facilitation of training sessions, gender ; Sexual and gender based violence ; gender mainstreaming in value chains ; policy analysis and advocacy, but to mention a few. He is a good trainer in the above thematic. He held the position of capacity building officer for six years and has been performing the capacity building activities for 19 years already. He has a strong experience in programme management with focus on Accountable governance ; policy analysis and advocacy ; secure livelihoods, value chain development and gender mainstreaming, in Rwanda and Burundi (Mr Venant knows very well the social, political and economic context of Rwanda and Burundi where he worked for over two decades in the programme management sector. He is fluent in Kinyarwanda, English and French. Mr Venant Nzabonimana worked with 15 civil society organizations in Rwanda and 3 major organizations in Burundi in enhancing accountable governance in Rwanda, promoting citizen participation and mobilization for delivery of development, strengthening public accountability and improving service delivery (Seven years). He supported the above organizations in defining their communication and information policies. With his support, the Rwanda civil society and CLADHO could carry out studies on citizen participation in the performance contracts between the mayors and the President of the Republic-Imihigo and civil society participation in the budget process, respectively. The findings allowed lobbying and influence the government concerned ministries (MINALOC and MINECOFIN) for more citizen participation and accountability. He built the partners' capacity in coordinating and monitoring programmes funded by different donors (13 years). Mr Venant Nzabonimana is a trainer for having been trained in training of trainers and for a long practical experience in training professionals since 1993 up to now. He trained projects managers and officers in programme/project management (PME) ; partnership management and managing change .
