    RWAMREC’s story is rooted in a vision of a peaceful Rwanda where men and women share roles equally. Discover our journey in promoting gender equality, positive masculinity, and ending gender-based violence. Notre HISTOIRE Le Centre de ressources pour hommes du Rwanda (RWAMREC) est une organisation non gouvernementale qui œuvre pour l'égalité des sexes par la promotion de masculinités positives et d'approches d'engagement masculin dans la prévention des violences basées sur le genre (VBG) au Rwanda. Fondé en 2006 par neuf membres, le RWAMREC a été légalement constitué en 2008 par l'arrêté ministériel n° 114/11 du 3 septembre 2008. L'organisation a été créée pour que les hommes participent à la solution et luttent contre leurs comportements violents. Grâce à ce concept, l'organisation s'est efforcée de faire évoluer les normes de masculinité des hommes et des garçons afin qu'ils deviennent des partenaires positifs et solidaires dans la promotion de l'égalité des sexes au Rwanda. La création du RWAMREC a également été motivée par le fait que la promotion de l'égalité des sexes était perçue à tort comme une affaire exclusivement féminine. Les hommes avaient tendance à s'exclure et certains avaient le sentiment d'être dépossédés de leur pouvoir par l'égalité des sexes au détriment des femmes. Certains hommes ont donc fait obstacle aux efforts d'autonomisation des femmes, tentant de protéger leur masculinité. La réponse du RWAMREC a été de rassembler les hommes pour leur faire comprendre qu'eux aussi bénéficient de l'autonomisation des femmes et participent activement à la promotion de l'égalité des sexes. Depuis sa création, le RWAMREC est passé d'une petite organisation locale à une organisation non gouvernementale active à l'échelle nationale, avec des programmes dans 24 districts répartis dans toutes les provinces du Rwanda. Depuis sa création, l'organisation se concentre principalement sur la promotion d'une masculinité positive et la réduction des violences faites aux femmes et aux enfants par les hommes. Le RWAMREC intervient dans 24 districts du Rwanda pour promouvoir l'égalité des sexes et lutter contre les violences sexuelles et sexistes. JALONS Phase de création (2006-2009) During its creation phase, Rwanda Men’s Resource Centre (RWAMREC) emerged as a pivotal response to the pressing need for male involvement in achieving gender equality and combatting gender-based violence (GBV) within Rwanda. Founded in 2006 by a group of nine dedicated individuals, RWAMREC was officially established in 2008 under Ministerial Order no. 114/11 of 3/9/2008. The organization's genesis was fueled by a collective recognition of the critical role men must play in addressing the root causes of GBV and transforming harmful masculinity norms. In 2009 the organization received its first funding from the UNDP. Research and expansion phase (2010-2016) In 2010, the Rwanda Men's Resource Centre conducted its first study on masculinities in Rwanda, which helped us to understand deeply the influence that social norms have in norming the relationships between genders and the role of harmful masculinities in causing gender-based violence. Thanks to the research and ongoing advocacy work the organization started implementing different program around the country and join different networks promoting positive masculinities and the Men Engage Approach. Phase de croissance (2017 - 2021) Le Centre de ressources pour hommes du Rwanda (RWAMREC) a été fondé avec la vision de promouvoir une société pacifique où hommes et femmes partagent équitablement les responsabilités, tant au sein des familles que dans la gouvernance sociétale au sens large. Depuis sa création, le RWAMREC se consacre à la promotion de l'égalité des sexes en transformant les perceptions traditionnelles des masculinités et des féminités. L'organisation a débuté son parcours en mettant l'accent sur l'autonomisation des communautés, s'efforçant de créer des environnements où hommes et femmes peuvent œuvrer pour l'égalité. En 2020, nous avons étendu notre champ d'action au-delà du Rwanda et nous sommes enregistrés comme ONG en République centrafricaine. Phase d'adaptation stratégique et de planification inclusive (2022 - en cours) L'élaboration du plan stratégique 2022-2026 du RWAMREC a marqué une nouvelle phase de croissance et d'adaptation. Adoptant une approche participative et inclusive, ce plan a été conçu pour garantir l'adhésion et l'appropriation des parties prenantes. Cette phase de planification stratégique a nécessité une analyse situationnelle approfondie, tirant parti des atouts internes et des opportunités externes, telles que les politiques de soutien et l'engagement des donateurs, tout en s'attaquant aux faiblesses et aux menaces, notamment les problèmes de financement et la résistance des communautés. Vision pour l'avenir La vision du RWAMREC demeure celle d'une société pacifique où l'égalité des sexes est la norme et où hommes et femmes peuvent s'épanouir sur un pied d'égalité. Sa mission vise à transformer les perceptions sociétales par la sensibilisation, le plaidoyer, le développement des capacités, la création de mouvements et la prestation de services. Une approche plus féministe guidera les efforts futurs, avec un dialogue et une collaboration accrus avec d'autres organisations et groupes féministes confrontés à toute forme de discrimination afin de garantir une approche plus inclusive. L'engagement des jeunes sera un pilier de cette vision, permettant à la prochaine génération de défendre l'égalité des sexes et la justice sociale.   • GEWEP | Rwamrec

    The Gender Equality and Women Empowerment Program (GEWEP) empowers 173,000 vulnerable women and girls across Rwanda’s Southern Province through economic and social initiatives. To prevent backlash and SGBV, the program actively engages men, couples, community activists, and local leaders. RWAMREC leads male engagement efforts using the Journey of Transformation, community activism, and partnerships with opinion leaders to foster lasting gender equality. GEWEP GENDER EQUALITY AND WOMEN EMPOWERMENT PROGRAM It is known that development programs aiming at empowering vulnerable women are likely to increase the risk of sexual and gender based violence, as a form of backlash by men and communities. To prevent such risk, the Gender Equality and Women Empowerment Program in Rwanda-known as GEWEP- has been consistently engaging men and local leaders, in order to create a conducive environment for rural women to be economically empowered, able to take decision about their income and live a life which is free from violence. The program is implemented in all districts of the Southern Province and aims at empowering socially, economically and politically 173,000 vulnerable women and girls. With funding from the Norwegian Government, the GEWEP program is coordinated by CARE Rwanda, and implemented in collaboration with a consortium including African Evangelical Enterprises (AEE), Pro-femmes Twese Hamwe and the Rwanda Men’s Resource centre (RWAMREC). While AEE and Pro-femmes focus mainly on the women’s empowerment component through the Village Saving and Loan Associations (known as VSLAs), RWAMREC is in charge of engaging the women’s husbands, in order to promote gender equality and prevent SGBV. RWAMREC does this using the three following approaches: 1- the Journey of Transformation (JoT), which is a 17-week-long training program for couples. Women in VSLAs and their husbands are taken through different sessions, in which they learn how to challenge rigid gender roles and norms, to create a more equal relationship among spouses and a healthier and ultimately more prosperous family; 2- the Community Activism Model: some women and men trained through the JoT are selected to become Community Activists (CAs) and receive extra gender training. They become a network of local activists able to sensitize their communities about basic concepts in gender and power, and who can support other families in conflict resolution. The CAs - together with other couples in the communities reached out by them-create Men Engage Clubs at the local level, to keep discussing and addressing cases of family conflict and SGBV within their own communities. 3- Opinion leaders, including local leaders and religious leaders are also regularly engaged at the local level, to make sure they support the work of the CAs and the ME clubs, in fighting and prevent SGBV. By working with men and community members, RWAMREC intends to challenge social and gender norms that might hamper the results of women’s empowerment initiatives. By engaging men, RWAMREC has the important task to ensure that women's empowerment is supported by their own husbands, families, and communities.     The Rwanda MenEngage Network (RWAMNET) unites organizations engaging men and boys for gender equality, GBV prevention, and improved health outcomes in Rwanda. Coordinated by RWAMREC, RWAMNET promotes advocacy, capacity-building, and policy change through the MenEngage approach. Active since 2008, the network supports youth-led action, civil society engagement, and gender-transformative policies through collaboration and information-sharing. RWAMNET The Rwanda MenEngage Network (RWAMNET) brings together organizations to engage men and boys for gender equality in Rwanda. As a national MenEngage network, we aim to work together to protect human rights, prevent violence, and improve health-seeking behaviours and health outcomes, including preventing HIV in Rwanda. The network focuses on advocacy and mobilisation, network leadership and information-sharing, especially on male engagement approaches in Rwanda. RWAMNET was established in 2008. The network is supported by a national Steering Committee and is chaired and coordinated by the Rwanda Men’s Resource Centre (RWAMREC). The Steering Committee provides guidance and technical assistance to the network in implementing the MenEngage approach in Rwanda by the different network members, and to ensure proper coordination of efforts to promote gender equality and GBV prevention through the engagement of men and boys. The pathways and long-term objectives for Generation Gender in Rwanda reflect the global Theory of Change and include: 1. Public support: A growing number of young men and women are mobilised to promote gender justice and prevent GBV on and offline in Rwanda. 2. Policy change: Gender machineries and other high-level government institutions are open and positively adhere to feedback from CSOs and communities for gender transformative and youth-inclusive policies and laws. 3. Civil society strengthening: Rwandan civil society has increased understanding of policy formulation mechanisms and using evidence to act as effective monitors and advocates for gender justice, gender transformative and youth-inclusive laws and policies.

    BANDEBEREHO (meaning “Role Model” in Kinyarwanda) works with men and couples with young children to promote men’s engagement in reproductive, maternal, and newborn health, violence prevention, caregiving, and healthier couple relationships in Rwanda. BANDEBEREHO BANDEBEREHO (‘ROLE MODEL ’ IN KINYARWANDA) WORKS WITH MEN AND COUPLES WITH YOUNG CHILDREN TO PROMOTE MEN'S ENGAGEMENT IN REPRODUCTIVE, MATERNAL, AND NEWBORN HEALTH, VIOLENCE PREVENTION, CAREGIVING, AND HEALTHIER COUPLE RELATIONS IN RWANDA. WHERE Musanze, Burera and Gakenke Districts, Rwanda PARTICIPANTS Couples aged 21-35 and children under 5 MODULE Journey of Transformation of 17 weekly sessions A STRONGLY EVIDENCED PROGRAM Bandebereho transforms traditional norms of masculinity in Rwanda by using fatherhood as an entry point to promote men’s participation as caring, non-violent and supportive fathers and partners. LONG-TERM POSITIVE IMPACTS ON HEALTH AND GENDER-RELATED OUTCOMES were assessed through a 6-year Randomized Control Trial (RCT) after the pilot program. CHALLENGES WE FACE Traditional gender norms perpetuate gender inequality and power imbalances between men and women, which limit men's involvement in reproductive, maternal, and newborn health, drive violence against women and children, and create an unequal division of care. 43% of ever-married women aged 15-49 have experienced spousal violence 23% of currently married women make decisions about their earnings. 37% of children age 2-4 left alone or in the care of another child under age 10 ENGAGING MEN AS A SOLUTION Bandebereho engages men, alongside their partners, to challenge unequal gender norms and power dynamics. Community health workers facilitate the 17-session curriculum (4 months) with small groups of men and couples in their communities. KEY PRINCIPLES: Grounded in gender equality. Explicitly engages men alongside women. Applies a strengths-based approach to parents. Uses participatory approaches to foster learning and reflection. Prioritizes women’s safety and autonomy. WHY ENGAGE MEN? Engaging men can foster gender equality by creating more equitable relationships and violence-free households and support women's empowerment while mitigating potential societal backlash. THE BANDEBEREHO APPROACH: FATHERHOOD AS AN ENTRY POINT Parenthood offers men chances for engagement, leading to potential behavioural changes. Many men want to be more involved in their children’s lives. Parenthood can lead to increased openness to changing attitudes in men and women. BANDEBEREHO PROGRAM BANDEBEREHO PROGRAM FOR ACTIVE FATHERHOOD AND HEALTHY FAMILIES UNPRECEDENTED OUTCOMES A randomized controlled trial (RCT) with 1,199 couples was conducted from 2015 to 2021 to evaluate the long-term effectiveness of the Bandebereho pilot. The RCT showed strong statistical results and positive, sustained outcomes that are unusual because of the length of the RCT. PARTICIPANTS SURVEYED AT MULTIPLE TIME POINTS: ONE PROGRAM: MANY IMPACTS 60% Decrease emotional Intimate partner violence. Decrease in economic Intimate Partner Violence 53% 32% Decrease in child physical punishment by men (28%) and women (32%). 16% Decrease men's dominance in decision-making. Increase sharing of childcare and household tasks with partner. 16% BANDEBEREHO TIMELINE THE PILOT PHASE 2013 - 2015 BANDEBEREHO was first implemented in 2013 as part of the MenCare+ project in partnership with Instituto Promundo (now Equimundo). TRANSITION TO SCALE 2019 - 2022 BANDEBEREHO scale-up through the health system was piloted in Musanze District, testing the feasibility of the scale-up using Community Health Workers (CHWS). STAGGERED SCALE-UP 2022 - 2027 Cascading training of CHWs from one district to three districts, optimizing the model for delivery by the health system, to inform a national scale-up strategy. THE SCALE-UP 2028 - BEYOND Scale-up of Bandebereho nationwide, led by a Government-approved national scale-up strategy in all 30 districts of Rwanda. SCALING UP Bandebereho is being taken to scale in partnership with the Rwandan Government, led by a multi-sectoral technical advisory group chaired by the Maternal, Child and Community Health Division of the Rwanda Biomedical Center. Rwanda's cadre of Community Health Workers (CHWs) are being trained to facilitate the Bandebereho program as part of their routine work. The current phase of scaling includes iterative cycles of research designed to adapt, test, and optimize the program for delivery by the health system. Génération G vise à réaliser ce changement. Génération Genre est un programme et un partenariat multi-pays financé par le ministère néerlandais des Affaires étrangères. Les jeunes sont au cœur du programme, en tant que catalyseurs du changement et groupe cible clé. Ce partenariat implique Rutgers International et un consortium composé d'Equimundo, Sonke Gender Justice et ABAAD. Le consortium coordonne les efforts de sept coalitions nationales composées d'organisations locales de la société civile opérant dans différents pays, dont le Rwanda, l'Ouganda, l'Afrique du Sud, le Maroc, le Liban, la Jordanie et l'Indonésie. Au Rwanda, la coalition Gen G comprend le Centre de ressources pour hommes du Rwanda (RWAMREC), le ministère de la Santé Initiative pour le développement (IDH) et le Réseau africain des jeunes et des adolescents (AfriYAN). La coalition Gen G Rwanda travaille en étroite collaboration avec les jeunes et les organisations dirigées par des jeunes pour s'attaquer aux causes profondes de la violence sexiste et promouvoir la justice de genre, par le biais d'activités de formation transformatrices en matière de genre, d'initiatives de plaidoyer menées par des jeunes, de l'engagement de différents responsables, de dialogues intergénérationnels et de débats entre pairs en ligne et hors ligne, tant au niveau national que local. Grâce à un réseau de jeunes défenseurs des droits de l'homme motivés et compétents et à une société civile renforcée, il est possible d'influencer le changement et la mise en œuvre des politiques, ainsi que de susciter un soutien public à la justice de genre. Les voies et les objectifs à long terme de Génération Genre au Rwanda reflètent la théorie globale du changement et comprennent : 1. Soutien du public : Un nombre croissant de jeunes hommes et femmes se mobilisent pour promouvoir la justice de genre et prévenir la violence sexiste en ligne et hors ligne au Rwanda. 2. Changement de politique : les mécanismes de genre et autres institutions gouvernementales de haut niveau sont ouverts et adhèrent positivement aux commentaires des OSC et des communautés en faveur de politiques et de lois transformatrices en matière de genre et inclusives pour les jeunes. 3. Le travail de Génération G Rwanda vise également à refléter les principes du programme mondial qui sont : Approche transformatrice de genre (GTA), participation significative et inclusive des jeunes (MIYP), inclusion, ne pas nuire et responsabilité.

    The Kataza Program empowers Rwandan women through financial inclusion and gender equality. Led by BRD and the MasterCard Foundation with partners like RWAMREC, it builds national leadership and financial skills. KATAZA Kataza Program: Empowering Women Through Financial Inclusion The Kataza Program is committed to advancing women's economic empowerment in Rwanda by promoting financial inclusion and fostering gender equality within communities. This initiative strengthens local leadership, enhances financial literacy, and drives positive behavioral change through capacity-building and community engagement. The Kataza program is implemented by a coalition of partners, led by BRD in partnership with the MasterCard Foundation, including RWAMREC, African Management Institute, Amir, Mvend, and I&M Bank. RWAMREC’s role is to build partners' capacity in gender mainstreaming and to train project participants in the Gender Transformative Approach (GTA) and the Men Engage Approach, ensuring the removal of financial inclusion barriers for youth, particularly women. Problem Statement Despite progress in gender equality, many Rwandan women still face significant barriers when it comes to economic participation and leadership. Deep-rooted gender norms often limit women's opportunities to engage in financial activities, take on leadership roles, and exercise agency in decision-making within households and communities. The lack of supportive social structures, coupled with limited financial inclusion, prevents many women from reaching their full potential. RWAMREC mission The Kataza Program seeks to break down these barriers by promoting gender equality through financial inclusion and community engagement. Implemented by RWAMREC, the program focuses on transforming social norms and encouraging the active participation of men in promoting gender equality. RWAMREC Core Interventions The Kataza Program combines capacity building, community engagement, and transformative education to foster inclusive financial environments. Its key activities include: Training Growth Guides and Village Agents to strengthen local expertise and empower communities from within. Conducting gender audits of financial institutions to ensure that services and practices are equitable and inclusive. Providing capacity building for financial service providers (FSPs) to establish gender-responsive financial systems. Facilitating the Journey of Transformation (JoT) training for couples, supporting women entrepreneurs by promoting shared household responsibilities and financial transparency. Establishing Micro-Enterprise (ME) Clubs to offer practical tools, business development support, and networking opportunities for women. Training agents of change on community engagement strategies and gender equality advocacy. Leading community awareness campaigns that challenge harmful gender norms and encourage inclusive leadership. Organizing quarterly feedback meetings with agents of change to promote continuous learning, adaptation, and reflection.
